Vice Minister of the Ministry of Education Li Weihong Carried out Inspection Work in NCEPU

Li Weihong, Vice Minister of the Ministry of Education, Member of Communist Party, arrived at North China Electric Power University (NCEPU) on September 28, together with her were Director-General Yang Zhenbin of the Ideology and Politics Department, Director Xu Yanguo of the Ideology and Politics Education Division, Director Yu Xianting of the Stability Maintenance Division, Jiang Qi and other relative leaders. The main purpose of this visit was to make sure that the ideology and politics education as well as the preparation for the National Day parade is carried out smoothly in NCEPU. General Secretary of the Party Wu Zhigong, President Liu Jizhen, Deputy Secretary Hao Yingjie, Vice President Sun Pingsheng and other relative people in charge, reported their works to the visiting group.

    General Secretary Wu gave a report on the current work on stability and safety maintaining and activities for the National Day Parade.

    He said in his report that constructing a safe and stable campus helps to guarantee a sense of security among the faculty, which is closed related to the overall reform and development of the school. It also falls to our obligation to build a high-quality university. NCEPU had always attached great importance to build a safe and stable campus. This time, priority was given to the safety and stability work for the parade. We have adopted various reinforcing measures and strictly implemented the accountability system to ensure a harmonious and stable campus for us all.

    Our safety work will be carried out under the following principles: 1) put the safety work as our priority; 2) put people first, guarantee safety through development. A series of feasible practices will be adopted to provide a favorable teaching and living environment for the students and faculty; 3) put the construction of mechanism as the fundamental work. Manage and run the school in accordance with the law and narrow down factors triggering instability; 4）respond promptly and accurately to changes.

     The maintenance of stability can be regarded as a system in terms of theory, recognition, mechanism and management, said General Secretary Wu; NECPU is all confident and capable of building a safe and stable campus through prompt response and effective prevention and control.

    He then reported on current status quo of the activities for the National Day Parade.

    NCEPU students will undertake three tasks during this 60’s National Day Celebration, including the daytime parade, the evening gala and the chorus as well. With close attention and great support from the school leaders, our participators worked very hard to stage an excellent performance for the audience.

    NCEPU is responsible for the training of the “Glorious Progress” parade and the “New Countryside Construction” parade. So far by now, we did a good job in the recent rehearsals as received praise from all levels of leadership and won the Mobile Red-flat for Outstanding Group and Training Model.

    128 volunteers (including teachers and students) took part in the gala and chorus, with the majority from the “Blue Power Chorus” which won its reputation in the Youth Singer Grand Prix and lately got a Bronze in the “Blossom Age” Singing and Dancing Contest hold by Beijing TV.

    Wu concluded that, despite the intensified training, all the NCEPU participators are acting in a high-spirited manner. With the “high-standard, demanding and excellent performance”, they will display, to people nationwide, the liveliness and elegance of contemporary college students.

    President Liu introduced the work NCEPU had carried out to prevent and control the H1N1 Influenza. He also gave an account of the characteristics of NCEPU in ideological and political education for the students.

    On August 22nd, two cases of H1N1 Influenza were diagnosed in NCEPU. Thereafter, the school had attached great importance to the prevention and control of the influenza. In strict accordance with the deployments and requirements of the Ministry of Education and Beijing Municipal Government, we carried out a detailed and scientific program to prevent and control the Influenza so as to maintain the normal teaching order and protect the health of all the teachers and students. We started an emergency plan for the prevention and control work, released the Notice on the Prevention and Control of the H1N1 Influenza, held several special meetings and paid close attention to those who participated in National Day Celebrations, to those who returned from abroad recently and to freshmen. With efforts from all the teachers and students, we controlled the epidemic situation. By 27th, September, all the confirmed cases recovered with no close contacts or new cases reported at present.

    Then, President Liu introduced the running concept of NCEPU and the situation of students’ work. He pointed out that the school running concept “to build a responsible university” had been deeply rooted among the entire faculty in NCEPU. “To build a responsible university” was the interpretation of “to run education to people’s satisfactory” by the Ministry of Education. We should be responsible for the state, for the society, for the faculty, for the students, and for their parents, which requires that all school leaders and faculty have a strong sense of responsibility, that’s why we promoted vigorously the school spirit “Perseverance, Solidarity, Devotion, Eminence” in school culture construction .

    In the year 2003, NCEPU established the goal of running a unique high-quality university after entering the Ministry of Education. The so-called high-quality was in a broad and comprehensive sense, not just high quality in such areas as discipline and scientific research, but also in management, culture, school spirit, school discipline, even in logistics, security, sanitation, environment etc. Assessments on education, management, service, party developing, ideological and political work for the students was also an important indicator for the success of a university.

    In the field of students’ work, NCEPU strictly implemented the requirement of the Ministry of Education: that is “education should be people-oriented and students-centered”. We attached great importance on academic studies, employment and scholarships, on which school leaders and faculty had reached a consensus. We would further ensure it through specific rules, conditions and input to promote the construction of school culture, school spirit and school discipline so as to form a good educational atmosphere in the whole school.

    Deputy Secretary Hao Yingjie introduced the specific measures we have taken in how to implement the CPC Central Committee and the State Council’s Opinions on Further Strengthening and Improving College Students’ Ideological-Political Education (NO.16 Document) as well as how to strengthen college students’ ideological-political education in new period. 

    After the report, Li Weihong affirmed the achievements we have made in stability maintenance, the National Day parade, H1N1 flu prevention and control and ideological-political education, and set a higher demand on our further development.

    Her said “Thank you for your training of National Day phalanx and after your introduction, I greatly appreciate your efforts to keep stability with proper understanding, appropriate measures and suitable practice.”

    He also pointed out “What impresses me most is your ideal in understanding talent cultivation in a broad sense. NCEPU has combined talent cultivation with the school-running ideal of constructing a responsible university, practiced the Cultivation-Oriented and Student-Centered Education propagated by the Education Ministry, given orientation to education and priority to moral education and implemented the educational ideal centering on high moral character, among which NCEPU has done a very good job and set an example in some aspects.    

    Besides, he highly affirmed the system of prestigious teachers in charge of a class and all the measures taken in instructor construction.

    Vice Minister Li Weihong expressed that as including theoretical education, ideological-political education should, on one hand, make a good arrangement in the following four courses—Basic Principle of Marxism, Outline for Chinese Contemporary and Modern History, An Introduction to Mao Zedong Thought, Deng Xiaoping Theory and the Important Thought of Three Represents and Ideological-Moral Cultivation and Basis of Law to make it accessable to students; On the other hand, schools could invite or employ some people with practical experience to give lectures on these four courses. Furthermore, NCEPU could invite pioneers in key state-owned enterprises to give an annual lecture on state grid, power engineering and macro-strategies and continue it as an advantage so as to make students better understand their major, their school and their further career. In a word, NCEPU has made great progress in ideological-political education in all rounds.       

    NCEPU has well conducted the patriotic activities and achieved significant success in “Loving Hometown” and “Loving Major” series activities as well.

    Li Weihong appraised that President Liu has hold a very proper understanding and concept in school running, and it is appreciated for him to talk about party construction and ideological construction in his position.

    President Liu’s speech was enlightening and insightful, filled with his own understanding of Party building and ideology work in the process of running and administering schools. It was significant, representing the culture and spirit of NCEPU.

    Due to the unity of the leading cadres, NCEPU had undergone a rapid development recently. The two top leaders took a good lead and all the deputy leaders made great contributions as well. Whether seen from the perspective of Party building and maintenance or from the ideological and political development of the leading group, NCEPU really worked hard with style, ran school with concept, developed at a high level and owned political superiority.

Deputy Minister Li Hongwei, on behalf of the Party of the Ministry of Education, wished the leader cadres, the whole faculty and all the students a better future and good health.

    Deputy Minister and her entourage, accompanied by President Liu Jizhen, Deputy Director Hao Yingjie, Vice President Sun Pingsheng, etc, went to the playground to watch the National Day Parade Phalanx under training. After watching the splendid performance, Miss. Liu expressed her concern for the students and made a speech, in which she stated that she was inspired and excited by the performance—the fruit of 3-month hard training. Students made no faults in the first two rehearsals because of their love for motherland. On the occasion of the 60th anniversary of the founding of New China, it is so glorious for  NCEPU students to represent higher education and the spiritual outlook of after-80 and after-90 generations and go through the test of motherland in the National Day Parade. She hoped the students could work harder to demonstrate the mentality of NCEPU.

    He was deeply moved by the professional singing of the “Blue Power Choir” and made congratulations to the teachers and students of the Choir on behalf of the Ministry of Education.

    In a word, with the close attention of and under the correct guidance of the Party Committee and Administrative Departments of NCEPU, the 17th phalanx and all the students of NCEPU would act on the basis of the general requirements of the arrangements for National Day to promote the sense of responsibility and mission and work harder to stand up to the test.

    The students wore to National Flag, the Party, the country and leaders at all levels that: “hold motherland honor above all else, forge ahead in unity, dedicate brilliant performance, accomplish the mission, recreate glories, win honor for the capital and pay tribute to the National Day.”

    Subsequently, Li Hongwei, along with the whole faculty and all the students, sang Ode to the Motherland loudly. Then she inspected the main building and took photos with school leaders.
