The 50th Anniversary of NCEPU Held in the National Gymnasium

On a refreshing autumn day, Oct. 25, 2008, the 50th anniversary of NCEPU was held in National Gymnasium. Jia Qinglin (member of the standing committee of the Political Bureau of the Central Committee of the CPC and president of CPPCC), Liu Qi (member of the Political Bureau of the Central Committee and secretary of Beijing Party committee), and Liu Yandong (member of the Political Bureau of the Central Committee of the CPC and member of the State Council) extended their congratulations in letters; Chen Zongxing (vice president of the 11th CPPCC) and Cao Zhi (vice chairman of the standing committee of the 9th NPC) attended the ceremony; Yuan Guiren (deputy secretary of Party committee and vice chairman of the Ministry of Education), Wang Anshun (deputy secretary of Beijing Party committee), Long Zhuangwei （deputy governor of Hebei Province), Liu Zhenya (deputy secretary of the Party committee, chief manager of the State Grid Co. and chairman of the board of directors of NCEPU) and Shi Yubo (vice chairman of State Electric Power Regulatory Commission) made speeches during the ceremony. Zhao Jianguo (general manager of China Southern Power Grid Co.), Zhu Yongfan (chief manager of China Guodian Corporation), Li Qingkui (secretary of Party committee of China Huadian Corporation), Lu Qizhou (secretary of Party committee and chief manager of China Electric Power Investment Corporation) and Wang Binghua (chairman of the State Nuclear Power Technology Corporation) also participated in this ceremony.

    In his congratulatory letter, Jia Qinglin said, for the past 50 years, NCEPU has carefully implemented the educational policy of the Party, followed the socialist orientation in school-running seized the opportunity for development, and deepened educational revolution. As a result, NCEPU has enhanced continuously on the level of running the university, improved dramatically the overall strength, and achieved great success in many aspects such as scientific research and society service, cultivation of a bunch of high level talents for the Chinese energy and electric power industry, and made important contribution to the modernization of the whole country.

 

    Mr. Jia hoped that NCEPU would hold high the great banner of socialism with Chinese characteristics, follow the guidance of Deng Xiaoping Theory and the important thought of Three Represents, thoroughly apply the scientific development view, carry forward traditional cultures, deepen revolution, persist in innovation, incessantly enhance teaching and scientific research level, endeavor to foster more high level talents so as to make new contributions to building an innovative nation and a moderately prosperous society in all aspects.

 

    Liu Qi said in his letter that since 50 years ago when NCEPU was founded, this university has provided a large number of talents to the power industries and other areas and made active contribution to the economic and social development of the country by basing on practice, exploitation and innovation, adapting to social demands and emphasizing its features. During the Beijing 2008 Olympic Games and Beijing 2008 Paralympic Games especially, many NCEPU faculties and students made important contribution to the Olympics by actively in participating and devoting to the Olympics, finished their tasks and showing the mien of faculties and students in Beijing.

 

Liu Qi hoped that by taking the opportunity of implementing the scientific development view, NCEPU can carry out the education policy of the Party, deepen educational reform, improve school running quality and efficiency, cultivate constructors and successors of China’s socialist construction of all-round development, offer satisfactory education, and make greater contribution to the development of Beijing and the whole country.

 

    Liu Yandong said in the letter that ever since the foundation of NCEPU 50 years ago, this university has cultivated a number of special talents of high quality and made significant contribution to the power industry in China by implementing the education policy of the Party and sticking to socialism. Since the reform and opening up is carried out, NCEPU has made outstanding achievements in talent cultivation, scientific research, social service and discipline construction and laid a firm foundation for building a high-level university by basing on practice, exploitation and innovation, and sticking to the school-running policy.

 

    Liu Yandong hoped that NCEPU can implement the scientific development view and improve the comprehensive strength and core competence of the university while implementing the spirit of the 17th People’s Congress, holding high the great banner of socialism of socialism with Chinese characteristics under the guidance of Deng Xiaoping´s Theory and "Three Represents” so as to make greater contribution to the implementation of the power industry development strategies, the creation of an innovative country and the rejuvenation of the Chinese nation.

 

    Vice chairman of standing committee of the 11th NPC Jiang Shusheng and vice chairman of standing committee of the 9th NPC Bu He also sent their congratulatory letters.

 

    At 9:30 in the morning, the 50th anniversary ceremony of NCEPU officially began with the solemn national anthem. More than 15,000 people attended the celebration convention, including alumni all over the world, enrolled students and faculty, presidents of some universities home and abroad and personages of various circles.

 

 

 

    Deputy Secretary of the Party committee and vice chairman of Ministry of Education Yuan Guiren delivered an important speech. He said, over the past 50 years, NCEPU has drawn on prominent features and advantages, actively deepened education and teaching reform, gone all out indomitably, pursued innovation with determination, and achieved gratifying successes in all aspects. Over the past few years, NCEPU grasped the opportunity of building a high-level university, scored great success in talent cultivation, scientific research and social service, and made contributions to Chinese economic development, especially to the electric power industry. Today’s NCEPU has put its feet on the path of fast development and became an influential institution featured by higher learning of high quality and prominent feature.

 

    Yuan Guiren said, the development of education in China is now at a new historical starting point as China has turned from a country large in human resources into that rich in human resources. The central government is working on the outline of the national program for long-term and medium-term education reform and plan——an overall plan for Chinese education reform and development in the next 12 years. Confronted with unprecedented opportunity, NCEPU should intensively study and apply the scientific development view, further strengthen macro-thinking and strategic study, better plan for the future, plan and improve the development of NCEPU, incessantly innovate on talent cultivation model and method, enhance education quality and level, foster more high-level specialized and top creative talents for our nation and capital, especially for Chinese energy and electric power industry, further improve discipline construction, enhance scientific and technological innovation capacity, keep creating advanced, leading and strategic achievements, promote the close tie of industry-academy-research, focus more intensively on the transfer from technology into productivity so as to contribute actively to construction of a resource-conserving and environment-friendly society.

 

    Yuan Guiren hoped that NCEPU could grasp the great opportunity of 50th anniversary, hold high the great banner of socialism with Chinese characteristics, intensively implement and practice the scientific development view, carry forward the education features and excellent traditions of NCEPU, continue to emancipate our minds, stick to reform and opening up, strive to initiate a new prospect, and make larger contribution to realizing rejuvenation of the powerful nation through science and technology and through talent strategy, as well as the great rejuvenation of Chinese nation.

 

    Mr. Wang Anshun, Deputy Secretary of Beijing Municipal Committee, pointed out that, in this new age, energy and power industries had become an essential foundation for the vigorous development of modern national economy. In such a situation where competition for energy was becoming increasingly fierce, energy resource was of great importance to the security of economy and our country. NCEPU took the initiative to meet the need of our national economic development for energy and electric power by continuously advancing the frontier of new energy discipline by sticking to integrating industry, academy and research, taking an active part in the construction of national technological innovation system, and making new breakthroughs in talent cultivation, scientific research, social service, etc, which in turn promoted the university’s running level and comprehensive strength remarkably. For a long period, NCEPU bases on Beijing, serve sBeijing and actively joins in promoting new and high-tech industry in Beijing. It provides talents and intellectual support for the sound and fast development of capital economy and for the realization of the vision of “New Beijing, Great Olympics”.

 

 

 

    Mr. Wang also said that the capital Beijing, as a political, cultural and communicative center of China, was in possession of a vast number of first-class academic institutions and scientific research institutes. The modernization and internationalization of Beijing should first be that of higher education. He expressed his wish for NCEPU to take the 50th anniversary as an opportunity, centering on the development of energy and electric power industries and higher education in Beijing, to thoroughly apply scientific development view, revivify and motivate itself to make greater contributions to the construction of “Humanistic Beijing, Scientific Beijing, and Green Beijing” with a high sense of responsibility, urgency and mission. Beijing Municipal Committee and Government would, as what they did in the past, pay attention and offer support to the construction and development of NCEPU and try to create favorable conditions for NCEPU to develop into a distinctive and high-level university.

 

 

 

    Long Zhuangwei, Vice President of Hebei Province, stated that NCEPU was a well-famed university in national energy and electric power industry. Since its foundation 50 yeas ago, NCEPU had implemented our Party’s education policy comprehensively, insisted on the socialist education orientation, forged ahead in unity and worked hard to make itself a distinctive and prominent key university of “211 Project”. NCEPU had also made magnificent achievements in talents cultivation, scientific research, social service, etc. It also contributed much to the development of China’s energy and power sectors and to the modernization of Hebei Province by providing many talents and advanced technology. He hoped that NCEPU would, under the guidance of Deng Xiaoping Theory and the important thoughts of "Three Represents”, take advantage of this joyful occasion to make a more thorough study of and further implement Scientific Development View, carry forward the cause into the future, strive to be a more distinctive and powerful university of higher quality so as to make continuous breakthroughs and more contribution to the rejuvenation of our country and regional economy  through science and education.

    Mr. Liu Zhenya, Deputy Secretary of Party Leadership Group and general manager of the State Grid, made a wonderful and enthusiastic speech. He remarked that NCEPU, a well-famed university in the energy and electric power industry, had become a national key university and a society-oriented university with diverse disciplines and unique characteristics through 50 years of hard work and pioneering efforts. NCEPU had achieved a great deal in teaching and promoted overall strength and influence. A large number of NCEPU graduates had become leaders, experts and key staff in entities like governments, enterprises and scientific research institutes, and they had made significant contributions to the economic development and the social progress. In recent years, NCEPU, through opening up to the international energy and technology industries and considering the development of electric power sectors in China, had strengthened the construction of relevant academic disciplines and built up an array of state-level or province-level disciplines and key laboratories. NCEPU had also formed a distinctive school management system based on distinguishing subjects with new energy disciplines as its support and Arts and Science as its focus. As a key university of “211 Project”, NCEPU had gained lots of internationally advanced and important accomplishments in teaching, scientific research and so on.

 

 

 

    Mr. Liu Zhenya also said that, during its development, NCEPU enhanced its cooperative relationship with other universities, scientific research institutions and power enterprises home and abroad and set foot on an innovative and development towards a market-oriented mechanism with enterprises as its main body and industry-academy-research integration. The cooperation and contacts between universities and enterprises were indispensable. State Grid had rendered and would continue rendering its support for NCEPU and would strengthen communication and cooperation with NCEPU together with other council units on the basis of mutual benefit and common development.

 

    Mr. Shi Yubo, Vice President of State Electricity Regulatory Commission, spoke on behalf of all the alumni. He commented that since the foundation of NCEPU 50 years ago, it had evolved into a famous first-class university with close relationship with domestic and foreign organizations. It had become a base for the cultivation of multi-discipline and high-level talents and scientific research in power industry, and thus made great contribution to the development of power industry and the construction of national economy. Power industry was a basic industry and could exert a great influence on the development of economy and people’s life. The faculties and students of NCEPU participated in and witnessed the development of power industry which rendered NCEPU enormous possibilities of running this university. The history of NCEPU was created by the work of all the faculties with pioneering spirit and diligent students who served our motherland. It was a history in which new power industries progressed in a vigorous way, and also a history full of concern and support from governments at various levels and power enterprises across the country.

 

 

 

    Mr. Shi also expressed that the college life deserves being remembered throughout his life. The glorious tradition of meticulosity with study and truth-pursuing mentality, the teaching style of applying theories to reality, attaching importance to both creativity and practical ability cultivation took shape in running NCEPU for years. The rigorous teaching style had enlightened students, and the sincere friendship between students and teachers had cultured students to be caring and responsible. NCEPU had become a platform for students to make determinations and go forward. Through 50 years of hard work with a pioneering spirit, NCEPU was now standing on a new starting point in history and Mr. Shi wished NCEPU a better future.

 

    Mr. Liu Jingnan, President of Wuhan University and member of Chinese Academy of Engineering, extended congratulations to NCEPU as a representative of other universities. He said that, with the development of China’s energy and power industries, NCEPU emerged in the early years after the foundation of the People’s Republic of China, and then kept growing with its campus located in areas like Beijing, Handan and Baoding. Now it had became a shining star in the higher education circle. Since its foundation 50 years ago, NCEPU kept holding up “developing into a responsible university” as its philosophy, and displayed the spirit of constantly striving for improvement in unity, dedication to work and love of school. It also concentrated on developing with special features, quality and inter-disciplinary courses. In addition, it had constructed a vast and distinctive discipline system and produced a large number of industry-academy-research cooperation which could yield independent innovation scientific and research results which would be deepened constantly. Most important, NCEPU had managed to explore its own distinctive way of development, namely, collaboration between schools and enterprises. NCEPU was devoted to cultivating student with high creativity, social practice abilities, and developing capacity, and thus an influx of excellent graduates, represented by members of Chinese Academy of Science, engineering experts and management personnel, played an active role in various fields of social development. During the 50 years of trials and hardships, NCEPU finally attained fruitful achievements and became famous at home and aboard for its outstanding performance in talent cultivation, scientific research, and social service. Furthermore, NCEPU made a great contribution to and a meaningful exploration on the development of China’s higher education and provided valuable experience to the reform and development of other universities.

 

 

 

    Liu Jingnan said that in the long-term school - running practice, Wuhan University and NCEPU have extensive exchange and cooperation, served national energy power industries together, and built up a profound friendship during the cooperation. President Liu Jizhen had worked in Wuhan University for many years, and a large number of staff of North China Electric Power University are alumni of Wuhan University, thus the two universities are closely linked to each other. Wuhan University and many other universities will continue cooperation with North China Electric Power University, and jointly make new contribution to promote China´s energy transition strategy and build an innovative country and a harmonious society.

 

    Andrew Hamnett, president of the University of Strathclyde located in Britain, delivered his congratulatory speech for the 50th birthday of NCEPU.  

 

 

    The celebration ceremony is presided over by Wu Zhigong, secretary of the NCEPU committee of the CPC.

 

 

 

    In the ceremony, Mr. Liu Jizhen made a speech, in which he recalled the ups and downs of the university during the past half century, summed up the concept, the achievements and the experience in running the university, and looked forward to the prospects of future.

 

    President Liu said that the development of NCEPU is a course of self-improvement and solidarity. Facing the difficulties and hardships, several generations had never given up and were always capable of overcoming difficulties one after another, so that the school grew in strength and created a glory.

 

 

 

    Over the past 50 years, NCEPU has cultivated about 100 thousand graduates, who worked hard by sticking to the spirit of “solidarity, diligence, truth-seeking, innovation”, and many people have become social elites and prominent professionals in various fields.

 

    Over the past 50 years, adhering to the socialist direction in running the university, conscientiously implementing the Party´s education policy, the previous school management teams concentrated on the long-term strategic development, relied on the staff and students, firmly grasped developing opportunities, overcame all kinds of difficulties, promoted continuous development in the overall strength and social reputation of this university. 

 

    In the new century, China´s reform and opening up and economic and social development have entered a new historical period. NCEPU adheres to the guidance of scientific development view, scientifically judges the situation, carefully grasps the opportunity to portray a blueprint, and has opened up a way to prosper the university, namely, attaching importance on scale development, equal emphasis on both quality and quantity, and focusing on connotation development.

 

    To build a distinctive and high-level University has always been the goal of all staff and students. The university drew up the "Tenth Five-Year Plan" of the university scientifically, determined to" follow the law of education to meet the needs of society, focus on the teaching characteristics and deepen education reform so as to achieve leaping development. Within ten to fifteen years, we are to build a state-of-the-art, multi-disciplinary, internationalized, and research-oriented university with distinctive characteristics. It is on this basis did the university establish the educational guideline of "advancement through academic disciplines development, improvement through talent recruitment, revitalization through scientific research, and prosperity through highlighting strengths" which show the way of all-round, coordinated and sustainable development.

 

    Characteristic is the core competitiveness of a modern university. Sticking to feature development is the everlasting strategic choice of NCEPU. In the long-term teaching practice, the university continues to strengthen its distinctive features and achieve overall leapfrog.

 

    According to need of world energy trends and national economy and social development, NCEPU is dedicated to setting up a new discipline system of “extensive power concept” based on dominant disciplines and supported by liberal arts and sciences; strengthening the disciplinary system development in many fields such as the new energy development strategy, energy and the environment, energy security, energy conservation and efficient use, etc. to establish and deepen feature discipline. The university also adheres to the cultivating feature of "a good master of knowledge, concentration on practice, and strong ability" so as to promote all-round "Quality project" and "innovative personnel training project". It vigorously implements the "innovative project" to strengthen the school-enterprise cooperation, and participates in the national electric power energy technology innovation system. What’s more, the university strives to promote international exchanges and cooperation, which is carried out in a wide variety of multi-level Chinese and foreign cooperation projects in education and in science and technology. As a result, the core competitiveness, the internal cohesion, and external influence has been significantly improved.

 

Recalling the history of running the university, President Liu Jizhen said, "For half a century, North China Electric Power University has accumulated important wealth, that is, the concept and the spirit of the university." The concept of "establishing a responsible university," reflects the values we preserve, which is also the solemn commitment to the society as a legal entity and runs through the school´s governance of study and academy. "Self-improvement, forging ahead in unity, love school work, the pursuit of excellence" as the spirit of the university has become the source and power to promote the development of the university.

 

    President Liu said that NCEPU today has been standing at a new historical starting point. With NCEPU managed directly under the Ministry of Education as a national "211 Project" key university, we will continue to take the essence of the 17th National Congress of the Communist Party of China as the guidance, fully implement the scientific development view, and actively adapt to need of the development of national energy power industry, and continuously strengthen and improve the capacity and level in serving the national energy construction. We should initiatively take the responsibility to cultivate high-quality talent for the nation and the society, make high level scientific achievement, and provide first-class social service. We should follow the law of education, adapt to the needs of society, highlight the distinctive characteristics of running a university, deepen education reform, achieve leaping development, and develop NCEPU into a multi-disciplinary, research-based, highly internationalized university so as to make new historical contribution to build an innovative country with strong human resources.

 

    In the ceremony, the teachers’ representative Yang Qixun, the academician of Chinese Academy of Engineering, and the students’ representative Caoshi also made brilliant speeches to celebrate the 50th birthday of the university.
