        Ⅰ.Implementation of the New Labor and Personnel System Reform

        In the early January, a series of document on personnel system, like“Further Reform on the Personnel System of NCEPU” were released. In pursuance of downsizing and high-efficiency, a scientifically reasonable and rigorous organization structure and an ordered management system and operation mechanism were set up. Meanwhile, by highlighting target-oriented concept and facilitating the classified and 2-layer management of faculty members, a relatively complete appraisal and allocation system was built up with the performance appraisal system at the core, combined with both restriction and motivation.

        Ⅱ. The Appointment of New Leading Body at Division Level

        On Aug. 23^rd, “Principles on the Selection and Appointment of Leading Cadre at the Division Level of NCEPU” was released and a new round of appointment was carried out, facilitating a series of system reform like classified management of cadres, tenure management, the rotation system for cadres, return back to academic posts, etc. From August to December, a total number of 321 cadres at division level have been involved in the leadership transition, in which 62 have been promoted to division level, 64 have been shifted for exchange, 15 have returned back to academic research.

        Ⅲ.The ESI of NCEPU’s Engineering Discipline Ranked the World’s Top 1%

        In April, statistics released by the Essential Science Indicators (ESI) database showed that engineering discipline of NCEPU was listed the world’s top 1%, ranking 514^th of all universities in the world, 40^th of those in China, and 10^th of non-985 universities.

Ⅳ. Academic Achievements Won National Prize and Provincial Prize

        On Feb.14^th, the project “Key Technology for Optimization Design and Operation of Air Cooling System in Large-scale Thermal Power Generating Units and Its Application” led by Prof. Yang Yongping was awarded the second prize of National Award for Science and Technology Progress. Besides, 1 project won the first prize of Natural Science Award and 1 won Outstanding Achievement Award of Social Science granted by Ministry of Education, 1 won the first prize of Outstanding Achievement Award of Social Science of Hebei Province, 4 won the first prize of Bejing Teaching Achievement Award.

Ⅴ.Remarkable Achievement in Talents Cultivation Program

        In August, “Experiment Teaching Center of Electrical Engineering Department”was authorized to be the National Exemplary Experiment Teaching Center of the “12^th Five-Year-Plan”. Besides, 1 course was selected as National Fine-Designed Open Course Video Program, 3 textbooks were listed as the National Planning Textbook, 4 projects were selected as the pilot projects of the Overall Discipline Reform. Moreover, NCEPU won the 1^st prize in Mathematical Contest in Modeling in 5 successive years and 1 doctoral dissertation was listed as the Bejing Excellent Doctoral Dissertation. The employment rate of NCEPU, as always, stood out among universities under the direct supervision of the Ministry of Education. NCEPU is also chosen as one of China top 100 enterprises’ favorite 10 universities.

Ⅵ. New Breakthrough in the Building of Top Talents Team

        In September, Prof. Niu Dongxiao was entitled to be the 1^st Cheung Kong Scholarof Ministry of Education of NCEPU; Prof. Xiao Huining and Prof. Wang Haifeng were chosen as the specialists of “Thousand Talents Program”. Meanwhile, 1 professor received “DistinguishedYoung Scientists Fund”, the newly-added National Natural Science Fund, 2 professors received “National Natural Science Funds for Excellent Young Scientists”, 1 professor was selected as “Supporting Program for Top Young Talents”. Furthermore, 5 young scholars of Doctor’s degree were introduced as a team from Waseda University.

        Ⅶ.Steady Growth in Scientific Research Fund and Dramatic Increase in Vertical Scientific Research Fund

        NCEPU’s scientific research fund saw a steady growth in 2012, amounting to 567 million yuan, an increase of 12% over the previous year, of which the vertical scientific research fund increased significantly by 25.93%, exceeding 200 million yuan for the first time, accounting for 40.89% of the total amount. The dramatic increase in the vertical fund results from the breakthrough of National Natural Science Foundation Program. The number of the funded ones, the amount of the fund and the average funding rate hit a new record in history.

        Ⅷ. Disciplines of Control Science & Engineering Developed to a New Level

        On Aug. 29^th, the discipline of “Control Science & Engineering” of NCEPU was authorized to be the center for post-doctoral studies. Till then, all 5 first-class disciplines have been authorized. On October, “Innovation Talents-acquisition Base for Smart Distributed Energy System” led by Prof. Liu Shi was listed in “Programof Introducing Talents of Discipline to Universities” as a talents base construction project. On December, Professor Liu Jizhen was honored as “National Excellent Science and Technology Worker”.

        Ⅸ. The 6^th High-level Industry-based University Development Forum

       On Dec. 12^th, “The 6^th High-level Industry-based University Development Forum” was held by NCEPU. Leaders of Ministry of Education, industry representatives, and leaders, specialists, scholars from 28 industry-based universities attended the forum, and had an in-depth discussion on “The Mutual Support and Development of Industry and University”.

        Ⅹ.A Road to Prosperity—The Philosophy of Schooling and Practice of Innovation of NCEPU (2001-2011) was published

        On Dec. 29^th, A Road to Prosperity—The Philosophy of Schooling and Practice of Innovation of NCEPUwas published by Higher Education Press. The book, on the basic reality of NCEPU, reveals a full view of the university’s achievements of reform and development in the new century and summarizes the path of development and principles of schooling in the past decade, which has both theoretical value and practice value on enriching the development path of higher education with Chinese characteristics and of important directive significance to achieving the goal of building a high-level university.
