Medium-term Acceptance Meeting of Ministry of Science and Technology 973 Program Successfully Held

       On July 31, the medium-term acceptance meeting of National Program on Key Basic Research Project of China (973 Program) “Fundamental Research on Deep Utilization of Low Temperature Flue Gas Waste Heat of Boilers”was successfully held in Beijing, with Professor Xu jinliang as the chief scientist.

       Lots of division chiefs and experts attended this meeting. Division chiefs are Yan Jinding, division chief of Fundamental Research Management Center of Ministry of Science and Technology; Zou Hui, division chief of Fundamental Research Department of Ministry of Education; Liu Tao, division chief of National Natural Science Foundation of China Project 3, and Tan Qinliang, division chief of Science and Technology Department of North China Electric Power University. Project responsibility experts are researcher Yu Jingyuan from China Aerospace Science and Technology Corporation No. 710 Research Institute, Professor Cao Zhu’an from Tsinghua University, and Professor Zhu Tan from Nankai University. Project invited experts are academician Tao Wenquan from Xi’an Jiaotong University, Professor Ma Chongfang from Beijing University of Technology, Professor Zhang Xinxin from University of Science and Technology Beijing, and Professor Cheng Lin from Shandong University. And members of the project group are vice president Yang Yongping from North China Electric Power University, Professor Jin Hongguang from Institute of Engineering Thermophysics, Chinese Academy of Sciences (CAS), Professor Xu Jinliang from North China Electricity Power University, and Professor Tang Guihua from Xi’an Jiaotong University. Besides, there are over 80 other project directors and major researchers.

       Professor Xu Jinliang presided the meeting and delivered the welcoming speech to all attending leaders and experts. Since the project approval a year and a half ago, Ministry of Science and Technology and Ministry of Education leaders have always delivered great support, the project experts offered great help and the associate organizations devoted to sincere cooperation. On behalf of the project lead organization, Professor Xu Jinliang expressed the heartfelt thanks to all leaders, experts, and principals and researchers from associate organizations.

       During the project report stage, the chief expert Professor Xu Jinliang delivered the general report on the one and a half years execution situation firstly, and then the projects principles gave their own reports on research progress and achievements.

       At present, the project makes good progresses both in theory innovation research and experiment aspects, finishing main tasks in the past two decades, achieving the anticipated goal and making a series of relatively obvious achievements of practical value, which represent international lead theory level. All those make contributions to deep utilization of low temperature flue gas waste heat. During the past two decades, the project developed 9 test-beds, accepted and issued 165 academic theses, among which 72 recorded by SCI, applied 1 international invention patent and 31 national invention patents, among which 7 authorized, and educated 5 Ph.D. and 16 graduates. The main achievements were published on the international authoritative magazines, such as Energy,Applied Energy and International Journal of Multiphase Flow. Theses on flow control principle have become the hot papers on the international multiphase flow magazine. Due to this 973 program, the program group declared “Beijing Low-grade Energy Multiphase Flow and Heat Transfer Key Laboratory” to Beijing Science and Technology Commission, get 2012 “National Natural Science Foundation Major International Cooperation Research Project” and “the Royal Society Cooperation and Exchange Program”. Furthermore, Professor Tang Guihua rewarded the first outstanding youth fund and the program won other two provincial natural science awards.

       Appraising the reports content, the project responsibility experts and other related experts speak highly of the idea to meet main national demand, and affirm the progress and achievements. Meantime, the experts and project leaders and principles study and exchange the experience on the specific links, and propose constructive suggestions.

       This 973 program was successfully approved in 2011, led by North China Electric Power University, in cooperation with institutes with strong research strength: Xi’an Jiaotong University, Chongqing University, Beijing University of Technology, Institute of Engineering Thermophysics, Technical Institute of Physics and Chemistry and Guangzhou Institute of Energy Conservation, CAS. This project did basic researches on the main scientific problems within the energy field, such as inefficacy in utilizing flue gas waste heat, high cost, lack of reasonable appraisal system etc. Its research achievements will provide advanced technology and guidance to comprehensive utilization of low-grade energy.
