NCEPU Held Conference to Study Work Meeting Spirit of ‘Comprehensively Raising Higher Education Quality”

      In the afternoon of April 26^th, middle-level cadre conference was held through video in the two campuses of NCEPU, conveying and studying the work meeting spirit of comprehensively raising higher education quality and deploying its implementation in NCEPU. President Liu Jizhen made a speech in the conference which was hosted and soon afterwards summarized by Secretary of Party Committee Wu Zhigong. All of the school leading cadres were present.

      Firstly, President Liu reviewed the significance of nationally issued “The National Medium-And Long-Term Plan for Education Reform and Development (2010-2020)”, and further expounded the spirit of President Hu Jintao’s speech in Tsinghua 100th anniversary ceremony (April 24^th ,  2011). Then combined with his own experience in the meeting (March 22^nd to 23^rd) of “Comprehensively raising higher education quality”, he pointed out that this conference held by Ministry of Education in Beijing with theme of fully carrying out education program outline and the spirit of President Hu’s speech, as well as improving the overall quality of higher education, deployed the implementation of Suggestions on Comprehensively Raising the Quality of Higher Education(“30 items for Higher Education” for short) and Suggestions On Plan Of Enhancing Innovation Capability In Institutions Of Higher Education( “2011 Plan” for short). It indicated a transformation of higher education development in China from denotation to connotation, and was as well an essential step forward for China with abundant human resource into one with powerful human resource.

      President Liu said that it was significant to review General Secretary Hu’s speech delivered in Tsinghua 100^th anniversary ceremony last year. In accordance with the goal of constructing a first-rate university, NCEPU carried out numerous measures and gained remarkable results. The cultivation goal, developing strategy, major tasks of NCEPU, were consistent with the theme of improving the overall quality of higher education, conforming to the directions and significant measures of enhancing higher education quality raised by the central government and MOE. Hence, bearing the missions in mind, we should resolutely implement the strategies of NCEPU according to the demands from the State and the requirements on building up a first-rate university.

      President Liu stressed that: weneeded to carefully study and deeply comprehend the two files Suggestions on Comprehensively Raising the Quality of Higher Education and Suggestions on Plan of Enhancing Innovation Capability in Institutions of Higher Education; locate the conjunct point between the two files and various tasks of the university that need to be combined with the requirements of the central government and MOE, putting these demands into practice; renew ideas, give more attention to connotative development, quality improvement and talent training, and regard overall progress of NCEPU as a top priority.

      President Liu further stated the following six aspects to do:

      Firstly, talent training quality should be vigorously enhanced. Based on six tasks of reform, namely innovation, team, style of study, management, service, we should bring the quality engineering down to earth.

      Secondly, the “2011 Plan”needed to be full boosted. Around the focus of national energy power development and studying advanced technology as well as scientific issues, we should promote coordinative innovation and do research on related topics with perseverance and efforts, laying foundation for applying 2011 Plan.

      Thirdly, scientific innovation capability of NCEPU would be improved. To achieve faster and better development, we should build existing platform solidly and practically to comprehensively and veritably raise school’s scientific innovation capability.

      Fourthly, we should promote the reform of labor and personnel system. This new reform is a significant adjustment for NCEPU under the current development situation.

      Fifthly, we needed to intensify intellectual team construction. We were to accomplish the introduction of talents and innovative research team such as “thousand talents program”, and focus on teachers' morals and study style, improving professional ability of all teaching staff.

      Finally, we were bound to reinforcing management and constructing modern university system. As a key role in management, leading cadres should be assessed depending on their administration, advance with times and shoulder their responsibilities according to the needs of school reform and development.

      In conclusion, President Liu stated that leading cadres at all levels could and must make accomplishments, and hoped them to responsibly create top-ranking outstanding achievements and build a harmonious and safe campus.

      Secretary Wu Zhigong gave a summary speech at the end of the conference. He emphasized that all leading cadres in NCEPU would deeply comprehend General Secretary Hu’s speech in Tsinghua 100^th anniversary and fully realized the significance of the work meeting of thoroughly raising higher education quality. This conference was of great importance which conveyed the spirit of superior authorities and provided a study opportunity for middle-level cadres, acting as a good start for following implementation and tasks in school. He also requested that all general party branches and middle-level cadres should arrange study for working staff properly on the spirit of superior authorities and this meeting, to the advantage of reaching consensus, changing concepts, improving work and promoting development.
