National Engineering Laboratory for Biomass Power Generation Equipment Acquired the Initial Qualification Accreditation

      In the first qualification accreditation reviewconducted by the review group of Certification and Accreditation Administration of People’s Republic of China (CNCA) from April 13^th to 14^th, National Engineering Laboratory for Biomass Power Generation Equipment of NCEPU successfully acquired the on-site qualification accreditation.

      On the morning of April 13^th, the initial on-site qualification accreditation conference of National Engineering Laboratory for Biomass Power Generation Equipment was held in D216 of the Main Building.

      Xiao Liang, Director of Department of Laboratory and Testing Supervision, Zhou Gang, Director of Review Administrative Office, Department of Laboratory and Testing Supervision, Zeng Yan, Director of Department of Network Information, Science and Technology Development Center, the Ministry of Education, Professor Zhu Yongfa of Tsinghua University, headman of the review group, Gong Lihua, senior engineer of North China Electric Power Research Institute (NCEPRI), expert of the review group, Wang Aixia, senior engineer of Northeast Normal University, expert of the review group, Vice President Yang Yongping of NCEPU, Wu Zhansong, Director of National Engineering Laboratory for Biomass Power Generation Equipmentas well as heads of Department of Personnel, Department of Planning and Finance, Party School and Major Affairs Office and laboratory staffs also attended the conference.

      Zeng Yan, Director of Department of Network Information, Science and Technology Development Center, in Ministry of Education pointed out that conducting qualification accreditation over university laboratory is an effective way to promote the education quality of universities and take full advantage of their research equipments, researchers and research methods. In the meantime, it can improve equipment management ability of university laboratories, enhance legal consciousness of laboratory staff, as well as lay a solid foundation for university laboratories to better exert their functions. She hoped that National Engineering Laboratory for Biomass Power Generation Equipmentwould, taking the review as an opportunity, continuously improve its management level and provide better support for NCEPU in terms of talents training, scientific research, social service and collaborative innovation.

    Vice President Yang Yongping expressed warm welcome to leaders and review experts on behalf of NCEPU and briefly introduced the development history, discipline setting, scientific research and platform construction of NCEPU. Furthermore, he made a detailed introduction of the establishment, research orientation, and construction situation of National Engineering Laboratory for Biomass Power Generation Equipment.

      Mr. Yang also stated that as the first national-level platform of NCEPU, National Engineering Laboratory for Biomass Power Generation Equipment plays a modeling role in application and construction activity of experimental platform at all levels in NCEPU. NCEPU had attached great importance to laboratory construction and had founded a council with President Liu Jizhen as Chairman and a technical committee with academician Cen Kefa as Director. The laboratory, in accordance with relevant regulations of qualification accreditation, implements the operational and administrative mechanism of “openness, flow, union, competition” and practices the principle of “Director of the laboratory takes responsibility for the laboratory.” Mr.Yang said that the review activity has instructive significance to further regulate management concept, perfect management norms, enhance management level, keep in line with national norms, as well as make greater contributions to the development of new energy industry.

     Xiao Liang, Director of Department of Laboratory and Testing Supervision introduced basic functions, management measures, service standards of Department of Laboratory and Testing Supervision, and expounded on the necessity for qualification accreditation over university laboratories for the development of economy, and constructions of national laws and policies. He said that CNCA were deeply concerned about the development of national high technology industry including new energy and he hoped to have an in-depth communication with experts on new energy development in order to push the development of related work in the future. He also expressed the hope that review experts would extend work following the principle: “for the development of laboratory” in light of national regulations and standards. Finally, Director Xiao wished the review a complete success and hoped National Engineering Laboratory for Biomass Power Generation Equipmentwould successfully acquire the accreditation and serve for the economic and social development.

      Zhu Yongfa, headman of the review group, professor of Tsinghua University, introduced the purpose, grounds, schedule and the relevant requirements of this review.

      Dong Changqing, Executive Deputy Director of National Engineering Laboratory for Biomass Power Generation Equipment, made a brief report on the conditions and preparation of qualification accreditation of the laboratory.

      After the first conference, Director Xiao Liang, other leaders and review experts inspected the laboratory, accompanied by Vice President Yang Yongping.

      On the afternoon of April 13^th and April 14^th, the review group made on-site review of the laboratory, and held an internal meeting and the laboratory personnel forum.

      On the afternoon of April 14^th, the last meeting of the National Engineering Laboratory for Biomass Power Generation Equipment qualificationaccreditation review was held in Conference Room D216 of the Main Building.

      Zhu Yongfa, headman of the review group, professor of Tsinghua University, announced the review comments, which said that CNCA appointed three national-level qualification accreditation reviewers— Zhu Yongfa, Gong Lihua, and Wang Aixia, to be the members of the review group to make the first review on National Engineering Laboratory for Biomass Power Generation Equipment. According to Review Rules for Laboratory Qualification Accreditation, Regulations of Laboratory and Inspection Organization on Qualification Accreditation” and other documentations, the review group mainly reviewed theQuality Manual, Program Files, Operating Instructions and Log Files of the laboratory, made a sample check of inspection report and the original records, consulted some documents such as laboratory internal audit, management review, quality control, equipment and personnel professional files, held a laboratory personnel forum, and made on-site evaluation of inspectors on related equipment and the project. The results showed that laboratory were in normal operation, inspectors skilled, the original records complete, test result correct. The review group believed that the tested laboratory, affiliated with North China Electric Power University, which was an independent legal entity, had the power of attorney of legal representative, could meet the legal status of laboratory qualification accreditation, and also had statements and measures to guarantee the impartial third-party testing.The laboratory had sound organization and properly-functioned quality system. According to business application scope, laboratory was equipped with a variety of inspectors and administrative staffs with high quality, outstanding analysis and test ability. The equipments can meet the needs of the application project inspection capability. After the initial review of 19 parameters of two categories of metrology accreditation, the result was “Basically Consistent with” (the conclusion of the review is divided into: "consistent with”, “basically consistent with on-site review" and "Inconsistent with ").

      Vice President Yang Yongping expressed in his speech that the review group had made a systematic and comprehensive review on every aspect of laboratory and had gave objective, critical and encouraging evaluation and suggestions, which reflected the deficiencies of the laboratory in the construction and management process. The Laboratory would make analysis carefully and take measures to complete the rectification and hand in the rectification report within the specified time. This review was a major review of the laboratory construction. NCEPU would focus on establishing a foresighted and scientific laboratory with advanced concepts.

      Director of National Engineering Laboratory for Biomass Power Generation Equipment, Professor Wu Zhansong thanked the hard work of review group experts and their valuable advice on behalf of the Laboratory. He expressed that the Laboratory would fulfill the rectification on time, and completed each work conscientiously and carefully in accordance with the requirements.
