“973 Program” Launched

    On the morning of Feb 23^rd, the launching ceremony for National Basic Research Program (one of the 973 Programs), Basic Research of Safe and Efficient Utilization of Large-Scale Alternate Electrical Power with Renewable Energy Sources in Smart Grid, with Professor Liu Jizhen as the chief scientist, was held in the multifunctional hall of the main building.

        Attended were Peng Yiqi, Deputy Director-General of Basic Research Department of Ministry of Science and Technology, Lei Chaozi, Deputy Director of Department of Science and Technology of Ministry of Education, Dr. Li Fei, Project Supervisor of Project Office of Basic ResearchDepartmentof Ministry of Science and Technology, Yan Jinding, Deputy Director of Basic Research Management Centre of Ministry of Science and Technology, Dr. Zhang Anping from Basic Office of Science and Technology Department of Ministry of Education, Wang Yang, head of Energy Consulting Team of Ministry of Science and Technology and researcher of Institute of Coal Chemistry of Chinese Academy of Sciences, Huang Suyi, expert from Energy Consulting Teamof Ministry of Science and Technology and professor of Huazhong University of Science and Technology, Yang Qixun, academician of NCEPU and member of the program panel, academician Han Yingduo of Tsinghua University, NCEPU President Liu Jizhen, Chief Scientist and head of the program panel, Professor Mu Gang from Northeast Dianli University, member of the program panel, Professor Cao Yijia, Vice President of Hunan University, Guo Jianbo, researcher of China Electric Power Research Institute, Professor Wang Chengshan from Tianjin University, Professor Yang Yongping, Vice President of NCEPU, and Professor Cui Xiang from NCEPU. Meanwhile, heads and members of the program group, chief heads of functional departments and schools, several researchers of State Key Laboratory of Alternate Electrical Power System with Renewable Energy Sources and student representatives also attended the ceremony.

        Vice President Yang presided over the launching ceremony and delivered the welcome speech. NCEPU acquired strong support from leaders of the Ministry of Science and Technology and the Ministry of Education as well as all participated experts and undertaken associate organizations. Therefore, Mr. Yang expressed sincere thanks to those leaders, experts and associate organizations on behalf of NCEPU.

        Professor Liu Jizhen, the chief scientist, briefly introduced basic features of alternate electrical power with renewable energy sources in China, major problems and corresponding solutions in exploring and utilizing large-scale alternate electrical power, the research focus, settings as well as achievements of the program from the perspective of initiation basis, relevant scientific problems, main research content, project settings and desired goal.

        The safe and efficient utilization of large-scale alternate electric power plays an important role in smart grid construction. Closely related to the strategic demands of alternate energy exploration and utilization in China, made up of academic leaders and key academic experts, and based on related national key laboratory and research platform, the program strives to produce high-level achievements.

        Lei Chaozi, Deputy Director of Department of Science and Technology, Ministry of Education,  hoped that as the lead organization with chief scientist, NCEPU would provide good conditions for development of the program, stick to core status of basic research in scientific research, promote collaborative innovation, propel innovation in talents cultivation, scientific research and project management mechanism, try to work out high-level outputs, and strive to play an important role in national innovation system and the strategy of rejuvenating the country through science and education.

        Peng Yiqi, Deputy Director of Basic Research Department of Ministry of Science and Technology, stated that NCEPU had achieved considerable progress in talents cultivation and scientific research. This project was approved last year and was launched at the beginning of this year, embodying strong strength of NCEPU. Furthermore, he required that NCEPU would highlight key points, innovate independently, devote to research work, unite and cooperate, strengthen management and focus on exchange in the project.

         Professor Liu Jizhen, chief scientist of the project, awarded letters of appointment to the project experts in merry music.

        Professor Chen Hongkun from Wuhan University, Professor Song Yongduan from Beijing Jiaotong University, Professor Niu Yuguang from NCEPU, Qi Zhiping, researcher of Institute of Electrical Engineering, Chinese Academy of Sciences, Professor Li Jian from Chongqing University and Professor Bi Tianshu from NCEPU gave brief introduction to related topics on behalf of respective project teams.

        In the afternoon, the project team and the experts group discussed related issues, and listened to advisory opinions of the matters which deserved attention in project construction and intermediate inspection mid-term examination given by Researcher Wang Yang and Professor Huang Suyi.

        The experts believed that, through joint efforts of NCEPU and co-operation units, the project would definitely achieve the desired purpose, play a supporting role in technological innovation and talent cultivation for national energy sustainable development, development of alternate energy and strategic emerging industries, and make contribution to developing the country through science and education.

        Since 2009, three “973 Programs” had been approved in which NCEPU declared as the undertaken unit with chief scientists, fully embodying its strength in talents cultivation, scientific research and independent innovation, which plays a significant role in promoting the construction of a high-level university.
