The 6th Session of the 5th NCEPU Faculty Delegates Congress was Grandly Opened

        On 10 a.m. of February17^th, the 6^thsession of the 5^thFaculty Delegates Congress was grandly opened in NCEPU. More than 30 university leaders including Wu Zhigong, Liu Jizhen, Zhang Jinhui, An Liansuo, Li Heming, Li Shuangchen, Hao Yingjie, Yang Yongping, Sun Pingsheng, Sun Zhongquan and the executive chairman of the opening ceremony attended the opening ceremony. Present also were official delegates, invited delegates and relevant staff.

        The themes of this session is to seriously carry out the spirit of NCEPU’s First Congress of Party Representatives and the outline of Twelfth Five-Year Development Plan, to summarize various tasks in 2011, to analyze the current situation and make clear important work in 2012, to deepen reform and strengthen management, and to make great efforts to initiate a new phase for high level university construction.

        In the opening ceremony, President Liu Jizhen presented the work report titled “Deepen Reform, Strengthen Management and Strive for a New Prospect of High-Level University Construction”.  The report firstly summarized major work done in 2011 from the following ten aspects, namely, the compilation of “Outline for NCEPU Development during Twelfth Five-Year Plan”, discipline construction, development of teaching staff, education and teaching, scientific research, integration of production, study and research, international exchange and cooperation, finance and facility construction, students’ management, as well as party and mass affairs. Then, in order to “Deepen Reform, Strengthen Management and Strive for a New Prospect of High-Level University Construction”, President Liu put forward three requests. First, broaden the horizon with renew ideas to vigorously devote ourselves to the construction of a high-level university. Second, implement reform and innovation to overcome problems and constantly propel NCEPU’s development with innovative system and mechanism. Thirdly, run the university by law, strengthen management, and gradually improve univeristy running through construction of a modern management system. Moreover, the reports deployed key tasks of NCEPU in 2012 concerning nine aspects.

           President Liu hoped that under the guidance of Scientific Outlook on Development, all staff in NCEPU should work hard to convert the need for development of national higher education and energy & electric utilities into the motive power of NCEPU’s development; insist on the university-running principle “to promote NCEPU through discipline construction, talents cultivation, scientific researches, and features development” in new circumstances; deepen reform, strengthen management, and promote reform and management innovations actively and steadily with continuous exploration, so as to prepare for the Eighteenth Party Congress of the Chinese Communist Party with NCEPU’s marvelous achievements.

Chen Zhaojiang, director of Finance Department presented the financial report in the congress. Meanwhile deputy chairman of NCEPU Labor Union Tian He make work report of proposals on behalf of the proposal commission of the Faculty Delegates Congress, and rewarded excellent proposals and outstanding organizers from 2010 to 2011. Director of Human Resources Department Zhao Xiuguo made a speech on staff assessment and adjustments of job subsidies.

        The opening ceremony was presided over by Li Shuangchen, deputy secretary of Deputy Secretary of the NCEPU Committee of the CPC and chairman of NCEPU’s Labour Union. He said that with practice in many years, NCEPU Faculty Delegates Congress was featured by legal form, wide representativeness, various and open publicity, complete organization system and work system, and authority and law effect. It had become the basic form for faculty delegates to participate in NCEPU’s democratic management and supervision. Furthermore the congress was of great significance in carrying out Ministry of Education’s regulations, improving democratic management, uniting the power of faculty delegates, promoting development of the New Year, and accelerating the pace of high level university construction.

        This session has collected 52 proposals in total. In the two-day meeting, delegates would study and discuss the president’s work report and “The Principal of Overall Staff Assessment and Adjustments of Job Subsidies”, deliberate on the “Work Statement of NCEPU Financial Report” and work report on proposals. Resolutions had been discussed and passed when all agenda were finished. In order to confirm to “Regulations of Faculty Delegates Congress” issued by Ministry of Education, the appraisement of senior leaders will be included into the agenda of the congress.
