Professor He Li was Selected as One of the First Group of “One Thousand Youth Talents Scheme”

        The “One Thousand Youth Talents Scheme” or “Introduction Plan for Overseas High-level Youth Talents” was launched earlier this year. According to the implementation rules, declaration and assessment of the first group of National “One Thousand Youth Talents Scheme” were made, and  1035 candidates from Chinese universities, research institutes, central enterprises and other enterprises applied for the scheme. After rigorous assessment, 143 people were selected as the first group of “One Thousand Youth Talents Scheme”, including Professor He Li of NCEPU.

        At the Countrywide Talent Conference held in late May of 2010, General Secretary Hu Jintao put forward specific demands for youth talents cultivation. Generally speaking, youth talents of about 35 were a group of people with much passion for creation. With broad suggestions from various experts, Central Personnel Coordination Group Office decided to implement “One Thousand Youth Talents Scheme” to bring in a number of promising youth talents for outstanding leap-forward development in China’s technology and industry in the next 10 to 20 years.

        Attaching great importance to “One Thousand Youth Talents Scheme”, NCEPU applied for the scheme seriously to Ministry of Education. On October 18^th, 2011, Overseas High-level Youth Talents Introduction Office announced list of the first batch of “One Thousand Youth Talents Scheme”, in which Professor He Li from Energy and Environment Research Institute of NCEPU was selected out of 1035 people as one of the 143 young experts of “One Thousand Youth Talents Scheme”.
 

Brief Introduction of Professor He Li

        As a professional engineer and a former assistant professor of Rayerson University with a Ph.D. degree in engineering acquired in Regina University of Canada, Professor He Li is now a professor and doctoral supervisor in NCEPU. He is the chief editor of Journal of Soil Science, associate editor of Ground Water (SCI), and member of National Ground Water Association (NGWA), American Chemical Society(ACS), and American Society of Civil Engineers (ASCE), etc. He worked as the invited reviewer for over 40 SCI magazines, including (such as Environmental Science and Technology, Water Resources Research and Ground Water, and judge for international scientific research institutions like USA Environmental Protection Agency (USEPA), United Nations Development Program (UNDP), Canada Natural Science and Engineering Foundation, Romania Science Foundation, and Ontario Foundation. As the person in charge or participant, he had implemented more than 10 research projects subsidized by Canada and China. Professor He had published more than 100 articles and technical reports in journals and conferences,  among which nearly 60 papers were included into SCI. In research of  underground environment pollution and repair, he developed uncertainty three-dimensional multiphase and multi-component groundwater simulation system and optimal design theory and method for in situ groundwater repair system, which were of innovation and practical applicability. Related research results had been published in authoritative international publication such as Environmental Science and Technology, Water Research, Journal of Hazardous Materials, and Environmental Pollution.

        One Thousand Talents Scheme: Overseas High-level Talents Introduction Scheme, also called One Thousand Talents Scheme, according to the national development strategic objective,aims to introduce scientists and high-level talents into China who could make breakthrough in key technology, develop new and high industry and lead emerging disciplines in national key innovative projects, key disciplines, key laboratory, central enterprises, state-owned commercial finance organizations, etc., in 5 to 10 years from 2008.
