NCEPU Technology Transfer Center Identified as One of the Third Group National Technology Transfer Demonstration Institutions

        In order to implement the Decision on Accelerating Cultivation and Development of Strategic New Industries (State Council 2010 No. 32) issued by the State Council, promote self-innovation of enterprises, construct a technology innovation system with enterprises as the main body, market as the guidance, and production-study-research as the key, and promote the transfer and transform of technology innovation, the Ministry of Science and Technology issued recently the Notice on 68 Institutions Identified as the Third Group National Technology Transfer Demonstration Institutions (MOST Torch Program [2011] No. 201), and NCEPU Technology Transfer Center was included.

        The Ministry of Science and Technology identified the First Group National Technology Transfer Demonstration Institutions in 2008, and till now the Ministry has altogether identified 202 institutions, which should perform tasks related with innovative environment and industrialization and receive special funds from the National Science and Technology Plan to improve service of technology transfer and promote the construction of these demonstration institutions.                          

        In the low-carbon economic mode, the development of “Green Electricity and Clean Electricity” is the main object pursued by power sectors in their sustainable development. With guidance of the State General Plan for Economic Development, the object of technology transfer for NCEPU is to promote “green and clean” applied technology in power generation. The NCEPU Technology Transfer Center actively promotes cooperation in technological breakthrough and various programs between college staff and enterprises, explores a new mode for long-term mechanism that closely combines intelligence resources in college and the needs of enterprises, brings into play the advantage of resource centralization in technology transfer center as an agent so as to apply the technology of energy saving and emission reduction and clean energy to meet the needs of energy enterprises, constructs an intelligence support platform for the “Great Power”, promotes sound development for the production-study-research cooperation, and facilitates the transfer of scientific and technological achievements in energy saving and emission reduction and clean energy in the new strategic industries, especially in the power industry.

        The NCEPU Technology Transfer Center was identified by the Beijing Municipal Education Commission and Beijing Economy and Informatization Committee as one of the Third Group National Technology Transfer Demonstration Institutions in November, 2010, which was a great support and encouragement for this center. Taking the opportunity of this honor, the NCEPU Technology Transfer Center will further facilitate knowledge and technology transfer, promote the application and transfer of new-and-high technology into industries, and play a more active role in combining resources, transferring technology achievements, promoting enterprise innovation, industry development and production-study-research cooperation, and serving local economy.

        In order to implement the Decision on Accelerating Cultivation and Development of Strategic New Industries (State Council 2010 No. 32) issued by the State Council, promote self-innovation of enterprises, construct a technology innovation system with enterprises as the main body, market as the guidance, and production-study-research as the key, and promote the transfer and transform of technology innovation, 68 institutions (see Attachment) including China Technology Exchange were identified as the Third Group National Technology Transfer Demonstration Institutions after the recommendation and appraisal of all provinces, autonomous regions, municipality directly under the Central Government, municipal science and technology bureaus, and departments of the State Council, with guidance of the Implementation Plan for Promotion of National Technology Transfer and Management of National Technology Transfer Demonstration Institutions.

      1. All technology transfer demonstration institutions should be devoted to knowledge and technology transfer so as to realize specialization, informatization and internationalization, summarize the development mode, and bring into play the demonstration and leading role in cultivation of strategic new industry and development of new-and-high technology industry to promote sound development of technology transfer institutions in the local areas.

        2. In order to accelerate the development and improve the service of technology transfer institutions, Ministry of Science and Technology will implement dynamic management of these institutions and check their work regularly according to the Appraisal Index System for National Technology Transfer Demonstration Institutions (for Trial Implementation). The institutions which cannot reach the standard for two successive years will be cancelled from the list of demonstration institutions.

        3. Management of these national technology transfer institutions will be a part of construction of innovative environment and industrialization by Ministry of Science and Technology, and they may acquire special technology transfer fund from the national science and technology guidance plan so as to provide better service and realize sound construction. Related science departments and bureaus of the State Council and the local science and technology departments and bureaus should enforce management and guidance and intensify support for these institutions so as to provide necessary fund and conditions for their construction and development.
