    1. The First Congress of Party Representatives of NCEPU Held Successfully
    On December 16th and 17th, 2010, the First Congress of Party Representatives of NCEPU was held. The Congress heard and examined the work report of NCEPU Party Committee and NCEPU Commission for Discipline Inspection, and elected the first NCEPU Party Committee and NCEPU Commission for Discipline Inspection. It also summarized the achievements and experience of school-running since the founding of NCEPU in 1995, pointed out the new situation encountered by NCEPU, and made clear the guiding ideology and strategic tasks for NCEPU’s developing into a high-level university. In the Congress, the program action program for the present and next period was formed, and the issues on school-running system that had hindered the development of NCEPU for a long time was resolved.
    2.Discipline Construction Made Remarkable Achievements
    During September, 2010, NCEPU got great accomplishments in the new round of increasing degree programs: all the authorization disciplines applied by NCEPU got through the review, including 2 Ph. D Programs of first-class disciplines, 13 Master’s Degree Programs of first-class disciplines, and the Master’s Degree Program of Nuclear Science and Technology which was an exceptional application. After the review, NCEPU would possess a total of 5 Ph. D Programs of first-class disciplines, 27 Ph. D Programs of second-class disciplines, 22 Master’s Degree Programs of first-class disciplines, and 120 Master’s Degree Programs of second-class disciplines. Meanwhile, NCEPU opened up 2 Beijing key disciplines—Energy and Environmental Engineering, Management Science and Engineering, 3 Hebei Province key disciplines—Mechanical Design and Theory, Signal and Information Processing, and Theoretical Physics. By the end of September, the number of provincial and ministerial level disciplines had added up to 16.
    3.Thousand Talents Plan Made Great Breakthrough
    In February, 2010, Prof. Huang Guohe, world-famous expert on environment system analysis and environmental pollution control, and one finalist of the first group enrolled in the Thousand Talents Plan, was appointed as lifelong chair professor, working as the President of the newly-established Energy and Environment Academy of NCEPU. In December, Prof. Pan Weiping, Prof. Yan Yong and Prof. Zou Dayu were elected into the fifth group of the Plan. Prof. Pan Weiping enjoys great reputation in such fields as coal low-carbon technology, clean combustion technology, the emission, control and thermo-analysis of pollutants; Prof. Yan Yong makes great contribution in such fields as pulverized coal flow measurement, flame image processing, process parameters measurement, and instrument and meter. Prof. Zou Dayu got enormous achievement in such fields as micro/nano-scale heat transfer, engineering thermo-physics, and energy utilization.
    4.Scientific Research Funding Went Beyond 400 Million CNY
    The scientific research funding of 2010 NCEPU went beyond 400 million CNY, reaching 407.5 million CNY with an increase of 21.61% over the previous year; the longitudinal projects funding was 116 million, up 25.32%; the lateral projects funding was 2.41, up 26.1%; New achievement was also made in national major projects: NCEPU obtained one subject of “973”Program, 4 subjects on subtasks of National Science and Technology Special Project, 8 subjects on subtasks of National Technology Support Project and “863” Program; besides, NCEPU made great breakthrough in Projects of National Natural Science Foundation of China, the support fund exceeded 20 million CNY for the first time, and the total fund reached 25.563 million CNY, up 139.13%, and a total number of projects reaching 53, including 3 projects of major projects.
    5.NCEPU Selected into the First Group of Universities for Outstanding Engineering Education and Cultivation Program
    In June, the Ministry of Education authorized NCEPU as the university to implement Outstanding Engineering Education and Cultivation Program, through which NCEPU would further promote the engineering education reform and set up cultivation standards to the engineering sense, quality, practical ability and creativity of engineering students. In addition, NCEPU was going to establish several energy source and electrical engineering talents cultivation base outside school on the basis of its good partnership with enterprises of the Council, pilot specialties including Electrical Engineering and Automation, Thermal Energy and Power Engineering, and Nuclear Engineering and Technology.
    6.NCEPU Selected into the First Group of Pilot Universities for National Reform of Education System
    In November, the Leading Group of National Education System Reform authorized NCEPU as the pilot university to carry out Reform of Creative Talents Cultivation Mode of High-Level Electrical Power Universities and Reform of Mode and System of Cooperation between Universities and Enterprises. The implementation of the reforms would enlighten and improve the innovative talents cultivation mode of NCEPU, and promote the exploration of cooperation mode of NCEPU and enterprises, promote the quality of cultivated talents, and contribute a lot to the implementation of Guidelines of the National Program for Medium- and Long-Term Educational Reform and Development (Year 2010-2020).
    7.Quality of Students and Talents Cultivation Kept Rising
    The minimum score and the average score of 2010 enrolment were higher than those of 2009. The FPY of National College English Test Band Four reached 91.3%, ranking top of the list of Chinese colleges and universities. In National Postgraduate Mathematical Contest in Modeling 2010, students of NCEPU got the first prize. In the third Social Practice and Science and Technology Competition of Energy Saving and Emission Reduction, students from the School of Electric and Electronic Engineering, School of Energy and Power Engineering got the first prizes. Li Shiping and Huang Gang, students of Dynamics Engineering specialty, got national patent for their efficient continuous biogas-producing cylinder. Class 0501 of Electrical Engineering and Automation School and Class 0601 of Computing Science School were honored as “National Advanced Class Collective”. In various competitions in Beijing and Hebei Province, students of NCEPU kept breaking NCEPU historical records.
    8.Green Power to Be Transmitted to Snowy Highlands
    On April 10th, the program of “Sending Green Power to Snowy Highlands” was initiated, i.e., students of NCEPU went to Tibet to reduce rural poverty there through energy science and technology. Selected student mission of rural poverty reduction action for Energy Science and Technology Education Program made common efforts with famous enterprises to make the most of practice funding and solar equipment in a triune way of sending equipment, talents and service to snowing highlands, with a village in Lhaze County, Xigaze Prefecture of Tibet as the pilot unit. The action is intended to explore a resolution to the illumination electricity problem of Tibetan peasant households without power, as well as to disseminate the knowledge of solar energy and solar photovoltaic equipment, which can be beneficial to the sustainable development of Energy Science and Technology Education Program to reduce rural poverty.
    9.NCEPU Attended “Education Sans Frontiers” Education Week for Members of SCO
    From April 25th to 29th, representatives of 53 colleges and universities from 5 nations of Shanghai Cooperation Organization (SCO) attended the Third “Education Sans Frontier” Education Week for members of SCO held in Moscow. As NCEPU was a leading Chinese university assigned by the Ministry of Education, President Liu Jizhen and his party attended the Education Week conference on behalf of NCEPU. Mr. Liu also made a speech, putting forward four suggestions to promote the development of and cooperation between universities of SCO in the field of energy science. University of SCO was founded on August 16th, 2007 in the Summit of Member State Heads of SCO, during which NCEPU was selected as the first 10 member universities of this program for its advantages in energy source disciplines and was appointed as Chinese leading university in energy science by the Ministry of Education simultaneously.
 
    10.Drawing up of Twelfth Five-year Plan Was Launched Overall
    In November, the drawing up of Twelfth Five-year Plan was started completely. On the basis of explicit guiding ideology, major principles and overall objectives, the Plan aimed at carrying out the spirits of the First Congress of Party Representatives of NCEPU, with focus on the construction of disciplines, teacher troop, modernized campus, modern university system and university culture, the educational reform, scientific and research innovation, internationalized school running, cooperation between school and enterprises, and party building and political and ideological work.
