President Liu Attended 2010 Guiyang Ecological Civilization Conference

From July 30 to 31, “2010 Guiyang Ecological Civilization Conference” was held in Guiyang city, Guizhou Province, co-sponsored by the Population, Resource and Environment Committee of the CPPCC, Peking University and Guiyang City. The aim of this conference is to disseminate the concept of ecological civilization, to deepen public understanding of ecological civilization and to show the achievements of ecological civilization construction. President Liu was invited to deliver a speech on the conference. Professor Zhang Huayong, Director of NCEPU Engineering Ecology and Nonlinear Science Research Center accompanied President Liu to the conference.

    The conference was co-chaired by Zhang Weiqing, member of CPPCC Standing Committee and Director of Population, Resources and Environment Committee CPPCC, and Zhang Xinsheng, former Vice Minister of the Ministry of Education and Secretary-general of the conference. In the conference, important instructions made by Jia Qinglin, Chairman of the CPPCC National Committee as well as a written speech by Jiang Chunyun, former member of the Political Bureau of the Central Committee of the CPC, former Vice Premier of the State Council and Vice Chairman of the Ninth NPC Standing Committee was read out. Zheng Wantong, Vice Chairman of CPPCC attended the meeting and made a speech. Tony Blair, Former British Prime Minister, Xu Kuangdi, Vice Cairman of the Tenth CPPCC National Committee, former President of Chinese Academy of Engineering, Richard Charles Levin, President of Yale University, Zhou Qifeng, President of Peking University, Wang Yuqing, Deputy Director of the Population, Resources and Environment Committee CPPCC, Qiu Baoxing, Vice Minister of the Housing and Urban and Rural Construction Department, Li Ganjie, Vice Minister of the Environmental Protection Department and Edward Clarence Smith, Resident Representative of United Nations Industrial Development Organization etc. made speeches on ecological civilization respectively.

    This conference consisted of such forums as city, science and technology, education, entrepreneurship, international communication and media etc. Presidents from 18 universities including Yale University, the British East Angelia University, Peking University, Nankai University, Wuhan University, Tongji University, China University of Mining and Technology, North China Electric Power University, Guizhou University, Hainan University, Shihezi University, Zhejiang University, Shanghai Jiaotong University, Central South University, China Ocean University and the University of the West Liverpool were invited to participate in the  Education Forum. The meeting also invited other experts and scholars from such organizations as the UNESCO Representative Office in China, the University of Denver, Waseda University, Tsinghua University, Sichuan University, South China University of Technology, China University of Geosciences and Renmin University of China etc.

    President Liu delivered a speech entitled “Develop new concept of higher education and lead ecological civilization in the power industry”. In his speech, he described the concepts of NCEPU in ecological civilization, the construction of the green knowledge system and the development strategies of green energy system in higher education as well as the achievements NCEPU had achieved in technological innovation and experience of running school.

    President Liu pointed out that the underlying cultural and value foundation for ecological civilization was the harmony between man and nature in Eastern philosophy and sustainable development. The theory originated in the western ecology which explored the relationship between biology and environment. The motivation for developing civilization is the rehabilitation and reconstruction of the Earth´s biological diversity and structure, the enhancement of the recycling ability of natural resources and the adaptation to global climate change. The development of ecological civilization proposed by the Chinese Communist Party and Chinese government requires two pre-conditions: conceptual and technological innovation as well as knowledge and culture dissemination. Higher education is an important force to promote contemporary ecological civilization.
 
    President Liu briefly introduced the basic information of North China Electric Power University in his speech. He pointed out that in recent years we have developed a unique idea of green higher education based on the social demand on power industry development home and abroad, which includes (1) establishing the aim of a building a "multidisciplinary, research-oriented, internationalized" university; (2) building a featured “big power” disciplinary system with energy conservation and pollution reduction as the starting point; (3) promoting innovation in green energy and environment and technology; (4) implementing green energy education and training green engineers; (5) participating in the training of green energy and power industry bases and serving the strategic needs of our country. We have always attached great importance to the strategies of green development and training talents who are competent in green power and energy so as to lead the ecological civilization of the country’s energy and power industry and contribute to the development of ecological civilization in China and across the world.

    President Liu also presided over the discussion “the formation of green knowledge system and the green revolution of teaching methods” of the education workshop. In the concluding remarks, he discussed the relationship between green and development and promoted the progressive civilization development model of “development - leading green development - green development”. He also pointed out that idea infusion, talents training, knowledge innovation and green campus building were the focus of current green higher education and he proposed that Green University Union be established in order to promote the construction of ecological civilization.
 
    Our idea and experience of ecological civilization in the field of education was highly appreciated by the conference. And President Liu was interviewed by Guizhou TV and Guiyang TV.  His lecture would be taken as one of the six typical cases of ecological education and be incorporated into the “Probe and Practice in Ecological Civilization Construction –Selected Cases of 2010 Ecological Civilization Guiyang Conference.”

    On the afternoon of July 31, 2010, the conference was successfully concluded. On the closing ceremony, discussion results of the seven forums were read out. Zhou Qifeng, on behalf of the Education Forum, reported the achievements gained over the two day’s meeting. He said that the Education Forum had promoted the interaction between domestic and foreign universities. Through building green campus, the universities first demonstrates to the society that it is possible to build a community with low-carbon energy and sustainable development. The universities have the responsibility and obligation to show the public such a future society in order to gradually get rid of the model of high energy consumption, and high pollution and walk toward a bright future. After the reports of the sub-forums, Zhang Xinsheng read “2010 Guiyang Consensus” and 2010 Ecological Civilization Guiyang Conference closed victoriously.   

    After the meeting, President Liu also met with Xu Kuangdi, Chairman of the Technical Forum, and Long Yongtu, Chairman of the eco-city Forum. They exchanged ideas on relations between the two sides.
 
    In addition, President Liu shared a preliminary cooperation intention with Li Jianbao, President of Hainan University on building a college of new energy in Hainan Province.
