On the afternoon of March 10th, Cao Jianlin, member of the leading party group and Vice Minister of Ministry of Science and Technology, visited North China Electricity Power University, accompanied by Ye Yujiang, deputy director-general of Basic Research Department of the Ministry of Science and Technology, Guo Zhe, deputy director of Basic Research Management Center of Ministry of Science and Technology, Wu Guilong, deputy director-general of Science and Technology Department of the Ministry of Education, Zhou Wenneng, director of Bases Administration Division of Basic Research Department at Ministry of Science and Technology, Wu Ping, director of Energy and Transportation Division of High and New Technology Development and Industrialization Department at Ministry of Science and Technology, Wang Jing, deputy director-general of Bases Administration Division of Basic Research Department at Ministry of Science and Technology, Meng Hui, secretary of Administrative Office of Ministry of Science and Technology .
Accompanied by President Liu Jizhen, Vice President Yang Yongping and relevant leaders, Vice Minister Cao Jianlin and his group first paid a visit to Electrical& Electronic Engineering School, where they heard a report on the current situation of school’s relevant laboratory, the achievements in scientific research in recent years, as well as scientific research made in “electric power system in new energy”. Then they visited Laboratory of Power System Protection and Dynamic Security Monitoring, which is a key laboratory under the Ministry of Education, Laboratory of Analysis and Testing of Electromagnetic Fields and Electromagnetic Compatibility, which is a key laboratory at ministerial level, and Laboratory of High Voltage and Electromagnetic Compatibility, which is a key laboratory at provincial level, and they listened to the introduction by related experts. Later, Vice Minister Cao Jianlin and his group heard a work report at the conference Room 216 ,District D, main building. Secretary of NCEPU Committee of the CPC Wu Zhigong, President Liu Jizhen, Academician of the Chinese Academy of Engineering Yang Qiyun, Vice President An Liansuo, Vice President Li Heming, Vice President Li Chengrong, Deputy Secretary of the NCEPU Committee of the CPC and Secretary of the NCEPU Committee for Discipline Inspection of the CPC Li Shuangchen, Deputy Secretary of the NCEPU Committee of the CPC Hao Yingjie, Vice President Yang Yunping, President Assistant and Director of the Party School Office Sun Zhongquan, as well as chief of the relevant departments and schools attended the meeting. President Liu Jizhen, on behalf of the Party Committee and Administrative Organs, as well as faculty, students and staff expressed warm welcome and sincere gratitude for the arrival of vice minister Cao Jianlin and his group. President Liu made a report titled Implementing Scientific Outlook on Development and Developing High-level University covering three aspects as introduction and orientation of NCEPU, development goals, enhancement of the capability of scientific and technological innovation to meet the strategic demands of national energy and power development. President Liu pointed out that NCEPU has further defined its development goals and strategic orientation after entering into the new century, that is to accomplish the mission of building a multidisciplinary, internationalized and research-oriented university with international standing and distinctive characteristics within the following ten to fifteen years, by way of following the rules of education, meeting social demands, focusing on teaching characteristics, deepening the educational reform and implementing a leapfrog development, .At the 2010 teacher’s representative committee, based on the study of applying the Scientific Outlook on Development, NCEPU introduced clearly the development strategy of three steps and six strategic tasks in developing a high-level university. Under the guidance of the strategic concept, NCEPU has made unremitting efforts in discipline construction,faculty qualities, scientific research, talent cultivation, enterprise cooperation and national economic and social development service. Emphasizing the concept of “running a responsible university”, NCEPU sticks to prospering through its striking features. With the hard work of all members at NCEPU, there is a significant advance in school-running ability, which in turn provides support to the development of China’s energy and power industry. President Liu highlighted NCEPU’s effort in meeting the strategic demands of national energy and power development and enhancement of the capability of scientific and technological innovation. President Liu said that at present, energy shortage, climate change and environment pollution have become the common concern faced by all human society. Party Central Committee has responded positively and made new measures in formulating national energy development strategy, which serves as a beacon in the development of energy and power. As a national key university, NCEPU is featured by energy and power disciplines so that serving national strategic demands is not only its obligation but also an excellent opportunity for development for NCEPU has enhanced scientific and innovative ability dramatically, so dose its school-running ability and comprehensive capacity. President Liu introduced current situation such as basement disciplines, distinctive features, research directions and research tasks in major research fields such as electrical engineering, thermal power, renewable energy, nuclear power, energy and environment. President Liu stressed that NCEPU has set up a strong campus spirit “Perseverance, Solidarity, Devotion, Eminence” during the past 51 years, which is an embodiment of good tradition to start a career through unity, cooperation and arduous efforts. Meanwhile, thanks to the leading board, rapid development has been achieved with their help of unremitting courage and determination. We believe under the correct guidance of Scientific Outlook and with the great support from Ministry of Education, Ministry of Science and Technology and related higher authorities, NCEPU could realize the goal to make contributions to constructing an innovative country with qualified higher education. Professor Yang Qixun, member of Chinese Academy of Engineering, gave a report on the Construction of a National Key Laboratory---New Energy Power System. He made detailed descriptions about the necessity, orientation, research directions and infrastructure of the lab. Afterwards, vice minister Cao made an important speech. He said that thanks to this visit, he got excited about the current situation and development of NCEPU. At present, NCEPU are faced with great opportunities. First, there are good opportunities of developing education in China. The newly-issued Outline of National Medium- and Long-term Educational Reform and Development Plan gives first priority to education, which must be upheld for a long period of time in China’s modernization. As a result of great improvement in China’s education, universities including NCEPU and colleges have made major advance in infrastructure, talent cultivation as well as teaching and scientific research. Second, there are significant chances. As a foundation of implementing industrialization and modernization, energy power has been attracting more and more public attention and developing low-carbon economy, smart grid, new energy research and so on has been a matter of common concern in the field, which, as a whole, provides an excellent prospect for NCEPU. He hoped that both leaders and teachers of NCEPU could make every effort to grasp this opportunity and stated that Ministry of Science and Technology would, as always, firmly support NCEPU. Vice minister Cao also gave several pieces of advice on the current construction of the state key lab and NCEPU’s development. He pointed out that the construction should focus on the strategic requirement of our country, make a breakthrough in some unexplored fields and handle well issues such as original structures and branches, unbalanced distributions and so on. Then there should be certain clear principal directions followed by basic research, professional technique research and competitive research. Both the needs of our economic and social development and long-term benefit should be taken into consideration at the same time. As for a university in its way to setting up a national key lab, attention should be put to the following respects. If there are more than one research directions, there should be connection between these directions and daily work. Research orientation should base on relevant research studies on and choices for problems within the field. The differences between research direction and current research duties should be identified and what’s more important, duties are not equal to directions. Besides, the university should own a research team with a relatively stable scale, handle well the relationship between research and teaching, among research team, engineering team and foundation team, further tap the lab’s potential in talent cultivation, and strengthen exchange and cooperation home and abroad to win more support from other subjects. As for laboratory equipment, the university should make full use of modern science and technology and keep pace with the times with the improvement of both self-manufacture and independently-research and development abilities. And international levels could be regarded as a reference in the introduction, display contents and ways of the lab. As for the NCEPU, he hoped that NCEPU could take full advantage of various fine tradition and cultural spirits that have been into shape during the passed 50 years to combine both history and present in the process of building campus culture. NCEPU could also benefit from favorable conditions to build up strategic partnership with related international schools, and take some measures such as scholar exchange to conduct research together so as to further enhance scientific and technologic research capabilities. Wu Guilong, deputy director-general of Department of Science and Technology at Ministry of Education, expressed gratitude to vice ministry Cao for his concern about NCEPU’s scientific and technologic work and for his helpful and innovative suggestions on NCEPU’s further development. Wu also hoped that NCEPU could deal with relevant task with the suggestions from Cao and insisted that Ministry of Education would give full support to NCEPU in all round. When presiding the meeting, Wu Zhigong, secretary of the leading party group, was grateful to Mr. Cao for his profound and far-reaching instructions on the setting background, orientation and how to follow the research directions of the state key laboratory. Secretary Wu emphasized that being one of the three growth sources of NCEPU, new energy has become the lifeblood so that every effort should be made to strengthen its construction in discipline and platform and so on. Meanwhile, new energy has also been a development motivation, since the construction of a national key lab could provide significant instructions on the guiding ideology and ideas for the construction of a high-level university which has been NCEPU’s target and which has been closely concerned with the development of scientific research, faculty, instrument and equipment. NCEPU would digest and incorporate vice ministry Cao’s ideas and conduct further studies and discussions. Wu stressed that as mentality determines outlet and action determines position, NCEPU could finally reach its goal of a high-level university with the help of Ministry of Science and Technology and Ministry of Education in ideology and ideas.
