“Electrics Valley of China” Ranking on the Top List—Development of New Energy Industry Supported by NCEPU and Baoding Municipality

Mayor of Baoding city, together with department personnel from Baoding High-Tech Industry Zone Management Committee, Science and Technology Bureau, Bureau of Land and Resources, and City Management Administrative Enforcement Bureau, arrived in North China Electric Power University on April 24 to attend a symposium with the school leaders. Present were Liu Jizhen, President of NCEPU, Zhang Jinhui, Li Heming, Lei Yingqi, President Assistant Lv Fangcheng, Guo Xiaofeng and personnel from relevant departments. The two parties held in-depth discussions and sought for consensus on issues like further constructing the “Electrics Valley of China”, new energy industry cooperation, building of university science and technology park, campus planning and construction, and treatment of surrounding environment etc.

    On behalf of NCEPU, President Liu Jizhen extended warm welcome to the delegation led by the mayor. He started with an introduction of the basic development of the university in recent years, pointing out that as the only “211 project” university under the State Ministry of Education which specializes in electric power, NCEPU has always been persistent in serving the local economy through years, achieving well-received economic and social effects. He added that closeness between Baoding and Beijing created favorable spatial and geological conditions for incorporation of the two campuses. He also viewed that we would make full use of Beijing and Baoding’ strength to jointly push forward the construction of comprehensive school running capacity and a high-level university.

    President Liu stressed that as a university specializing in electric power, NCEPU owns many unique advantages compared with other key universities, especially that we took the lead in building new energy disciplines and carried out relevant scientific researches. Much endeavor was made in the teaching and R&D sector to attract famous experts and backbone workers from home and abroad, which has laid a solid foundation for the cooperation on “Electrics Valley of China” between Beijing and Baoding campus. Liu sincerely hoped that NCEPU, the municipal government and the High-tech Industry Zone in Baoding would carry out further cooperation in the new energy industry and jointly make Baoding “Electrics Valley of China” a unique base for new energy and high-tech industry.

    On further implementing the cooperation mechanism in the new energy industry, President Liu made some suggestions. For example, the new concept of “new energy industry alliance”, which means that the Baoding municipal government should take the leading role to gather together enterprises, higher education institutions, R&D departments, financial organizations, products and clients to discuss new energy industry development of the “Electrics Valley of China”, set out detailed guideline and executive plan to form a industry development alliance or an enterprise-school-research cooperation mechanism. Liu emphasized that with fine reputation and rich resources of the government， and mature R&D innovation systems and high-end talents of the university, the two parties could, within such an allying frame, carry out cooperation and apply for national level projects. This would prove beneficial not only in development of the “Electrics Valley of China” but also in the construction of new energy discipline. In citing the rapid development of the science and technology department of the university, he also expressed his willingness to consult with the other party in specialty setup of the research department and sign entrustment agreement on talent cultivation to train more excellent talents for the “Electrics Valley of China”.

    Vice President Li Heming introduced briefly on main functions and building conditions of science and technology parks of NCEPU, and shared his view on cooperation with Baoding municipality in building science and technology parks in universities. He pointed out that the rapid development of science and technology parks was due to its cooperation with entity enterprises in high-tech industry zone, which in turn further strengthened cooperation between government and universities. He expected the city government to adopt effective measures to create favorable environment, improve the development of science and technology parks, and speed up the construction of science and technology innovation platforms; meanwhile, extend the physical space of science and technology parks by further cooperation with high-tech zones focusing on scale, integrated environment and all-round functions.

    Vice President Yang also gave the attendees an introduction on the Renewable Energy School, including the discipline development, teaching staff, talent cultivation and science and technology outcomes. He made a special note of NCEPU’s rich experiences and huge advantages on disciplines like wind energy, hydropower, nuclear energy and biomass power generation. He indicated that “Electrics Valley of China” should become not only an equipment manufacture and industry base, but also a new technology R&D base with international communication and cooperation. Besides creating favorable environment to attract more investments from enterprises, we must also improve its soft power, namely, the core technology which heavily relies on talents. Therefore, he suggested that universities and government share talents and make full use of talent resources to serve the technology innovation of new energy, with government providing sound pay and conditions while the universities providing favorable research environment. He also expressed his hope that “Electrics Valley of China” in Baoding could really become the new energy R&D innovation base by establishing the “new energy” research institute and other entity institutes, upon which cooperation is conducted.

    Major Yu Qun spoke highly of the prominent achievements in discipline construction and campus development of NCEPU in recent years, which is also the pride of Baoding City. The Baoding Municipal Committee and government will spare no effort to support the development of NCEPU in Baoding and give full play to NCEPU’s important role in economic development in Baoding. Major Yu stressed Baoding’s huge advantages in the new energy industry, and the good momentum and broad prospects of recent development in new energy and equipment manufacturing industries due to national policy support, sufficient market investment and tremendous space for further development. New energy industry, as Major Yu stressed, mainly refers to the application of electric power, and the core of the development of new energy industry is technology innovation and talent cultivation. He hoped to carry out close cooperation with NCEPU in technology innovation and talent cultivation since NCEPU owns huge advantages in new energy scientific research and talent cultivation. He agreed on the suggestions and views on new energy development proposed by NCEPU, and instructed relevant departments to study them in details and come out with a specific plan as soon as possible. He suggested that the Baoding municipal government and universities co-establish a new energy intelligence research institute by cooperation with NCEPU, create more and broader platforms for cooperation, and work together to make greater contributions to the development of national new energy.

    Before the symposium, Major Yu delivered a speech for our faculty and students on “New Energy, New Era, New Prosperity—The New Energy Industry under Global Financial Crisis” at hall. He stated his views from a major’s perspective and explained them from three aspects including understanding of new energy industry, measures taken to develop new energy industry in Baoding, and his hopes and suggestions to the new energy industry.

    As Major Yu pointed out that, it was the choice of the time to study and use new energy, and it was also the choice of Baoding to place new energy research and development as its mainstay industry. They are working hard to create a “Low-carbon Baoding City” by ever increasing investment and accelerating construction of new energy industry. He hoped that the students could shoulder the responsibility of the times when facing future, truly understand the significance of Scientific Outlook on Development, act in a down-to-earth manner, set up a new concept, nurture a new style of life and acclimate the times request. Major Yu answered questions raised by our students, which proved quite beneficial for the students to understand the age of new energy.
