NCEPU Held Launching Ceremony for the Project of “Basic Research on Energy-saving of Large-scale Coal-fired Generating Units” (973 Program)

A grand ceremony was held for the “Basic Research on Energy-saving of Large-scale Coal-fired Generating Units”Project (also called 973 Program) at the International Exchange Center in NCEPU on February 28. NCEPU is the first undertaking unit to this project. Chief scientist of this project, team leader of the expert panel, vice president of NCEPU, and doctoral tutor, professor Yang Yongping presided over the launching ceremony. Peng Yiqi (deputy director at Basic Department of Ministry of Science and technology), Doctor Yan Jinding (director of energy field management at basic management center of the Ministry of Science and Technology), Ming Ju (director of the basic section at the Science and Technology Department of the Ministry of Education), Liu Jizhen (president of NCEPU), and other leaders and experts such as professor Ma Chongfang, (an expert at the energy field consultation group of the 973 Program of the Ministry of Science and Technology from Beijing Industry University) attended the ceremony and delivered speeches. Project advisor, researchers, leaders from the Science and Technology Department of NCEPU, CPC postgraduate branch of NCEPU and School of Energy and Power Engineering and graduates from relevant fields were present at the launching ceremony.

 

    President Liu Jizhen gave a warm speech to welcome the leaders and experts. He also expressed his appreciation for the care and support of the leaders and experts at the Ministry of Science and Technology, the Ministry of Education and other universities on behalf of all the faculty and students of NCEPU. He said that NCEPU had actively participated in the research of various important projects through extensive cooperation, but Professor Yang Yongping was the first person in NCEPU to serve as the chief scientist of "973 Program" project, which was a great breakthrough in projects of the state level.

 

    President Liu hoped that after the launching of the project, other universities and relevant institutions could cooperate with each other and made due contributions to the development of national science and technology as well as national education.

 

    Peng Yiqi, deputy director at Basic Department of the Ministry of Science and technology, introduced the latest development of the 973 Program. He pointed out the significance of the project and put forward some requirements on the implementation of the project. First, we must highlight the focus and attach great importance to basic research. Second, we should cooperate and communicate with each other. Third, we should strengthen management and give full play to the role of the leaders and experts. Fourth, we should cultivate talents and personnel. Fifth, everyone must carry out his own responsibility. Sixth, we should innovate and carry out research on a higher starting point and at a higher level.

 

    Ming Ju, director of the basic section at the Science and Technology Department of the Ministry of Education wished the program a complete success. He also introduced the progress and achievement made in the 973 Program in the past ten years. He pointed out the following advantages of this program: research-oriented, scientific and pragmatic, people-centered and cooperation-oriented, focusing on overall plan and implementation, and chief departments cooperating with each other to smooth the implementation of the project.

 

    Professor Ma Zhongfang, the project contact responsibility expert of the energy consultant division of 973 Program lead by the Ministry of Science and Technology, pointed out that this program will be a large one,, because it includes a series of complicated processes and scientific research tasks, such as combustion, heat transfer, thermal power conversion and engineering thermodynamics, and involves several academic fields. Since the program expert panel, led by Professor Yang Yongping as its chief scientist, has realized cooperation, 973 Program can undoubtedly yield substantial results in talent cultivation and scientific research.

 

    As indicated in the document "The Project Determination Notice for the Key National Research Program on Basic Sciences of 2008", the Project of the "Basic Research on Energy Conservation of Large-scaled Coal-fired Generator Unit", with our university serving as its primary unit and vice president and professor Yang Yongping as its chief scientist, all together with another 73 projects are settled in the schedule of 2008. According to the unified arrangements of the Ministry of Science and Technology, these projects are to be implemented in 2009.

 

 

 

    Background Information

    At the third session of the former state expert panel for science and technology on June 4, 1997, discussion was made to formulate and carry out The Key National Basic Research Program. Later, the Ministry organized the implementation of this program, i.e. the 973 Program. Formulation and implementation of the 973 program is a vital decision made by the Party Central Committee and the State Council in order to implement the strategy of developing the country through science and education and the strategy of sustainable development, and to strengthen basic research and scientific study. It is an important step to realization of development in domestic economy, science and society from the year 2010 to the 2050s, and an essential measurement taken to improve scientific and technological innovations and to meet the new challenges.

 

    The strategic goal of the 973 program is to improve our capability of independent innovation and to handle major issues in both breadth and depth about national economic and social development, so as to provide scientific support for the future development of our country.

 

    The main targets of the 973 Program are listed as follows.

    Firstly, launch multi-disciplinary unified research, centered on major scientific issues in agriculture, energy, information, resources and environment, population and health, and materials research, to provide theoretical basis and scientific foundation for solving problems.

    Secondly, deploy important frontier basic researches that worth exploration.

    Thirdly, train and build up outstanding personnel with high scientific qualification and innovative capability who could meet the needs of the development in the new millennium.

    Fourthly, focus on the construction of a number of high-level scientific research bases that can shoulder the responsibility for key national researches, and gradually form several cross-disciplinary unified scientific research centers.
