On the morning of May 9th, a delegation of 22 people from the Manila Educational System paid a visit to NCEPU. They were warmly received by Wu Zhigong (Secretary of the Party Committee), Liu Yongqian (director of the International Cooperation Department), Xu Lingling (deputy director of the International Cooperation Department) and other staff. The two parties exchanged ideas on a joint application for science, technology and education cooperation projects, students exchange, experiment subjects, and cooperation in experiment subjects and other researches. It had been our first formal exchange and cooperation with the Philippine educational system and the first in-depth cooperation with a foreign educational system in fundamental education.
Secretary Wu delivered an important speech. He first expressed his warm welcome to the delegation. Then he claimed that in recent years NCEPU had put international exchange and cooperation in various forms on agenda in order to build our university into an international high-level university. Up until now, NCEPU have had substantive interschool exchanges and cooperation with more than 60 famous universities and research institutions in the United States, Britain, France, Japan and other countries. He pointed out that the first formal exchange and cooperation with the Philippine educational system, which was also the first in-depth cooperation with a foreign educational system, marked a progress in international exchange and cooperation. Dr. Quinonesluisa, Director General of Manila Education Bureau, expressed his wish to an in-depth cooperation with NCEPU. She said that Manila Education Bureau had always attached great importance to international exchanges and cooperation, so she hoped that the cooperation with NCEPU would achieve satisfactory results. The two parties then discussed details of students exchange and reached consensus. When answering the questions posed by the Manila delegation, secretary Wu said that NCEPU would consider seriously the delegation’s requirements for exchange and cooperation, and make every effort to meet their students’ needs. He also expressed his wish to see Philippine exchange students on our campus as soon as possible. Just before the visit to China, Dr. Quinonesluisa said in an interview that the delegation had collected relevant information of Chinese universities. They had known that NCEPU was a university characterized by disciplines relevant to electrical engineering, and now they felt that it really deserved the reputation. In addition, the strong academic atmosphere also gained praise from the delegation. Dr. Quinonesluisa said that such a university would be very popular in Philippines, and they would introduce NCEPU to their students and call on the Philippine students to apply to NCEPU. Director Liu Yongqian introduced to those visitors that two teaching modes were offered with regard to the foreign students’ Chinese proficiency, as was prescribed by the regulations for international exchange and cooperation. Qualified students could attend the same classes as Chinese students did without any restriction on their choice of public courses or optional courses. However, disqualified students must attend the Chinese language course on their enrollment, and they couldn’t select courses that required high Chinese proficiency.
