On April 30, in Conference Room One of the International Exchange Center, our university held the moral education and management reform and innovation forum, discussing issues concerning how to strengthen, improve and innovate in the moral education and management work for students. University leaders Wu Zhigong, Liu Jizhen, Zhang Jinhui, An Liansuo, Hao Yingjie, Sun Pingsheng were present at the meeting. President assistant Mi Zengqiang presided over the meeting. President Liu pointed out that the moral education and management reform and innovation forum aims to analyze the current situation, clear our minds and understand our tasks and objectives better. We have to follow the spirit pointed out by Comrade ChenYun, "never just follow leaders, never just follow the books, but just follow the truth". We should collect creative ideas from various parties and then refine them. We should follow the principle of proceeding from reality, emancipate the mind and seek truth from facts. We must work in close connection with reality, focus on education and management. As for the recent main problems, we should carry out a comprehensive analysis, think them over, and then discuss them in a pragmatic way so as to further clarify the tasks and objectives and put forward specific measures for the next step. President Liu said that we must clearly understand the two main lines of university development: First, we have made significant progress in the university management system. Our University has transferred from under the management of the State Power Corporation to under the management of the Ministry of Education and has become a university directly affiliated with the Ministry of Education and officially listed as one of the "211 Project" universities. We moved our main campus to Beijing, and Beijing campus and Baoding campus are actually carrying out integrated management, which upgrades the management system of our university to a new level and lays a solid foundation for the development of all undertakings including the management system. Over the past few years, our university grasps firmly the main line of development, actively implements the scientific outlook on development and achieves a fast, steady and economical development in various fields. Second, in recent years, our running concept, running target and running ideas are clear, our decisions are correct and therefore we have made some outstanding achievements. The running target established by our university "to build a state-of-the–art, multidisciplinary, internationalized and research-oriented university" and the running concept "to build a responsible university," etc. bear rich and profound meaning. Last year, during the assessment by the Ministry of Education on the level of undergraduate teaching, we once again conducted a deeper theoretical explanation, and to some extent, we once again answered these questions. But as for their deep and broad meaning, the theoretical workers of some relevant departments still need to explore and improve, run it through everyone´s thinking, and implement it in the actions of the teachers and students. At the same time, we established the development strategy, "advance through development of key disciplines, improve through talent recruitment, revitalize through scientific research and prosper through highlighting strengths" and wrote it into the "11th Five-Year" plan. Particularly, the university spirit "perseverance, solidarity, devotion and eminence" has won the support of almost all the faculties and students and has become a significant theoretical achievement and spiritual wealth. As for the construction of disciplines, we are determined to build and improve the extensive power disciplinary system "with edge disciplines serving as the basis, new energy disciplines serving as the focus and the arts and science subjects serving as the support" and we have made up our mind to conscientiously implement and develop it through concrete work. It has been proved that the road taken by our university in recent years, that is, aiming at the development trend of world energy power and the demand of domestic energy development, is completely correct. The disciplinary characteristics, university characteristics, personnel training characteristics, concept characteristics, and so on have become an important characteristic of university development, and finally we have realized the Characteristic development of our university. President Liu summarized how to realize the leapfrogging development of the above two major courses, and then he pointed out that we need to locate accurately the focal point of our work in the coming years to implement concepts of scientific development, to actively carry out sustainable and all-round development, and to achieve the goal of becoming a high-level university. For the development of our university, we put forward “quality project, talent project, innovation project” in the Teachers´ Representative Assembly at the beginning of this year. The three projects are continuation as well as refinement of our university’s development in the past few years. They are researching, breakthrough, and exerting point for our further development. As for cultivating of talented people, our university further proposed to make good use of current talents, introduce urgent-needed talents, and cultivate future talents. It also required the construction of faculties to be “doctoral, engineering, and internationalized”. For scientific research and innovation, we need to properly handle the relationship of accumulation and breakthrough, set up a brainstorm team, improve cooperation of production, education and research and try hard to transfer accumulation to breakthrough. President Liu also pointed out that we must grasp the two cutting-in points firmly so as to perfectly carry on “quality project”. First, as what we had discussed in the Symposium of Undergraduate Teaching Quality and Reform Project held on March 18th, we should, under the guidance of deepening educational reform, optimizing the process of talent cultivation, and improving the quality of talent cultivation, implement the policies of Party’s education and scientific development in an all-round way, further reflect the basic laws of education and teaching and adapt to the demand of national economy, science and technology, culture and social development for high-quality and creative talents, achieve the goal of cultivating talents to be of solid foundation, prominent ability, high creativity, and all-round development. Second, with respect of students’ education and management, we should be students-oriented and education-oriented and our ultimate goal is to effectuate the quality project of talent cultivation, which is also the theme of today’s discussion. We should contemplate in real terms how to educate, manage, and guide students, what requirements we should place on our students and how to cultivate our students to be of high-quality. President Liu expounded his in-depth thinking on ideological education of students and the reform and innovation in management from the following perspectives. First, focus on "one theme". President Liu pointed out that the cultivation of high-quality talents is an important connotation as well as a guarantee for building a high-level university. All aspects of work, including discipline construction, teaching staff and scientific research, must stick closely to the cultivation of high-quality talents. Our definite goal is to take every vigorous action to build a high-level university without any obscurity. Second, build "two systems". A scientific, rational, strict, and standard system of management and education need to be built for the cultivation of high-quality talents. This management system involves a series of issues ranging from enrollees’ reception to graduation and employment, including setting conduct code and student regulations, accommodation management, classroom management, academic status management, all of which require the establishment of a series of specific practical management initiatives, management methods, rules and regulations that are clear, concise and effective. While initiating campus culture and actively creating a relaxed and harmonious atmosphere on campus, we must stick to strict implementation of principles in crucial work like academic status, and observe all the rules and regulations without connivance of violation, thus combine guidance and management to make the best of the rules and standard management. Students’ service system also needs to be built. On the one hand, we should provide students with courses, teachers, equipments, food, accommodation conditions, libraries, network, sports facilities and other services of high qualities. On the other hand, we also need to offer psychological counseling, financial aid and occupation counseling so as to enhance the consciousness and stress the function of service. We must strive to raise the level of service and provide high-quality services, which is also a crucial facet of "building a responsible university". Third, highlight "three focuses". President Liu pointed out that the current three focuses of university work are the students’ management, financial aid and employment. The students’ management is claimed to be of first grade with first-class students’ management, the financial aid (including scholarships) and the employment of graduates. The university must improve management and services from these three focuses, the three crucial perspectives from which a university is evaluated, in order to strive for first-class students’ services. Fourth, ensure "four constructions", namely the construction of students’ management, systems, teams and conditions. In terms of team construction, all sectors should cooperate wholeheartedly with full participation to realize “whole staff nurtures” in accordance with the requirement of "three aspects of education". Active investment in condition construction including providing infrastructures for teaching and researching as well as public service systems, must be implemented with regard to the principles that "all is for students, for all students ,for students’ all". President Liu requested that relevant functional departments including rules and management specification in the complete and scientific system of high-quality talents cultivation from the perspective of reform and cultivation to raise the teaching quality with close focus on “quality project” in students´ ideological education and management work. Educators in charge of students’ management must further update concepts, stress efficiency, reduce cost, standardize means and improve management level in their work. They also need to firmly adhere to the right principle in face of unreasonable dissidence, make great effort in order to realize normalization and standardization and arouse students’ senses of responsibility, order and enterprising, promote reform and innovation, and try to make breakthrough. With its unique style in students´ ideological education and management work, NCEPU could constantly build and improve the management system for student work, and stay in the forefront among MOE-administered universities and other universities in the field of students’ management and cultivation. President Liu considered that the excellent tradition of the students’ education and management team need to be inherited and carried forward. On the one hand, with full awareness of responsibilities and tasks, we should realize that this is a double-duty-for-one-post team specially set up after the new appointment, namely, a team of cadres and teachers in charge of both management and teaching. Any member of such a team that had drawn much attention should take pride in his double tasks of cultivation and management. On the other hand, with the concept of being educators, all the team members must care for students, love their jobs. With division and cooperation for mutual improvement of each group, and sureness and diligence of each member, they should try to set good examples for students and become experts in students’ education and management. As a team of high-quality and reliable cadres who are both good teachers and helpful friends of students, they will give full expression to personality charm, special talents and collective wisdom and play an indispensable role. Secretary Wu reported the feedback from the expert team who inspected the moral work in our university and pointed out the great significance of students’ management to the high-level university construction He asked all departments to further think over students’ management and other strategic issues so as to form new ideas, new objectives, new framework and system, to form complete systems of management and education at the university level by close combination of systems of students’ management, moral work, and talents cultivation plan, and to improve the soft strength of management for the purpose of building a high-quality cadre ranks. In a word, all management should meet the requirement of MOE-administrated universities to make effort for the construction of a high-level university and the development of Beijing and China. Zhang Jinhui, deputy secretary of NCEPU, also brought forward requests on ideological education and management. He called for all to inherit and carry forward the excellent traditions, think innovatively in the new situation, improve the incentive mechanism for students in light of the development goals of students, develop students´ senses of responsibility and honor, strengthen cultural construction, create a sound atmosphere for education and good conditions for students´ growth, hence improve the overall level of students’ management and education. Leaders of relevant functional departments and faculties such as Office of Academic Affairs, Office of Students’ Affairs, International Cooperation Department, Youth League Committee, Logistics Group also attended the forum.
After listening to the reports by relevant departments and faculties on the moral education of students, extra-curricular quality, mental health, innovation ability, evaluation system, incentives, financing, employment, cultural and other aspects of the university work, the university leaders made a speech.
