Sponsored by Beijing Key Laboratory of High Voltage & Electromagnetic Compatibility of our university, 2008 International Conference on Condition Monitoring and Diagnosis, CMD2008 was held during April 21-23 in Beijing Central Garden Hotel. The conference was presided over by Prof. Li Chengrong, the vice president of our university and the director of Beijing Key Laboratory of High Voltage & Electromagnetic Compatibility. Prof. Wu Zhigong, Communist Party Secretary, on behalf of our university, made a gracious speech of welcome in the opening ceremony. Six topics were discussed in the CMD2008, including: (1) the phenomenon and mechanism of equipment aging, degradation and failure; (2) fundamental study of partial discharge detection technology; (3) detection of electric equipments, such as generator, voltmeter, gis, power cable, switch, insulator, etc. (4) equipment asset management based on the equipment state detection; (5) the application of advanced technology in the field of equipment state detection and fault diagnosis, e.g. the application of Neural Networks and Artificial Intelligence (6)the advanced technology of partial discharge measurement and resistance to disturbance. CMD 2008 sets two special topics under discussion, which turns out to be the distinguished feature of the conference, one is partial discharge measurement technology on the basis of UHF technology and the other is the technology of electric transformer FRA measurement and diagnosis. In the opening ceremony on the night of 21st, Liu Zehong, director of Ultra High Voltage Construction Department, State Grid, made a report on the research and development of our country’s UHV technology; Prof. Li Chengrong introduced the research on condition monitoring and fault diagnosis, presented the remarkable achievements obtained in the condition monitoring and fault diagnosis of high voltage equipment and pointed out the problems in this field After hearing the report and the introduction, experts and scholars visited the UHV DC test base station, and sang high praise for China’s development of UHV technology and high voltage equipment’s condition monitoring and fault diagnosis. At the conference, experts and scholars not only listened to the report on the development of electric system equipment’s condition monitoring and fault diagnosis technology in countries and regions like China, Japan, ROK,, but also had an extensive exchange and a heated discussion on the recent research achievements,indusrial application progress and development in this fieldThe successful sponsoring of CMD2008 has greatly promoted the exchange betweenscholars and manufacturers in fields of condition monitoring and fault diagnosis in power system worldwide. Through reporting, studying and discussing, scientific research visit and so on, CMD2008 completed the above six topics perfectly and let people of the same occupation ,home and abroad, know more about the research of Beijing Key Laboratory of High Voltage & Electromagnetic Compatibility in this field. What’s more, it further enhanced our university’s academic status and international influence in this field. It also gave us important enlightenment on how to make our university develop faster. During the conference, postgraduates from Beijing Key Laboratory of High Voltage & Electromagnetic Compatibility showed a full and brilliant picture of NCEPU students’ excellent bilingual communicating ability and solid expertise, which won a most high praise of the representatives. On April 24th, experts and scholars visited the UHV DC test base station located in Changping District and Key Laboratory of Power System Protection and Dynamic Security Monitoring and Control and Beijing Key Laboratory of High Voltage & EMC,NCEPU. Background information: CMD, which is technically sponsored by international academic organizations like CIGRE, IET, IEEE DEIS, NSFC, CSEE and CES, is held every two years. It is one of the highest-level international academic conferences on equipment’s status detection and fault diagnosis. The first CMD was held in ROK in 2006, and the next CMD will be held in Tokyo, Japan in 2010.CMD2008, the second conference of this series, was held in China for the first time. With the main purpose of propelling forward the technology of state monitoring and fault diagnosis in electric power systems, CMD2008 provides a communication platform for specialists in forms of general meeting reports, special reports, oral reports, posters and discussions on special topics to discuss and exchange ideas on hot issues at the international frontier in this field. CMD2008 received over 400 academic abstracts and finally accepted more than 320, including 6 general meeting reports, 8 special reports. 263 official representatives, 27 exhibitors and 40 entourages from 26 countries and regions all over the world attended this conference. World-renowned experts in this field who attended CMD2008 include: J. J. Smit (professor of Technische Universiteit Delft and honorary member of CIGRE), E.
